For the courage shown during the rescue of people, by order of the Minister of Emergency Situations of the Republic of Kazakhstan Yuri Ilyin, a 2nd-year student of KazNITU.Satpayeva Abylai Balapanov was awarded the badge "Totenshe zhagdaydagy erligi usin".
The award was presented to him by the First Vice-Minister for Emergency Situations of the Republic of Kazakhstan Ibrahim Kulshimbayev.
"On behalf of the Minister of Emergency Situations, I express my gratitude to you for your active civil position! Not everyone could make a decision in a split second, save a human life, risking their own, " the first Vice minister noted.
As Abylai himself told, he does not consider himself a hero, he says that everyone would do this in his place. The young hero is 19 years old. He is a native of Almaty.
On that day, June 19, Abylai was reading a book, sitting on a bench by the fountain. Hearing the noise and cries for help, the young man saw the injured people in the bowl of the fountain. Despite the risk to his own life and health, Abylai, without hesitation, rushed to save them. According to him, when rescuing people who were in the pool bowl, he himself received a strong electric shock. While the student was recovering, an unknown man about 40-45 years old who happened to be nearby saved another girl.
Caring residents of the city who were near the fountain at the time of the tragedy took part in resuscitation measures (indirect heart massage and artificial respiration).
Thanks to the brave act of Balapanov Abylai, an unknown man and caring residents, three human lives were saved.
Ibragim Kulshimbayev wished his family happiness and prosperity.
