On May 31, 2021, the Central Communications Service under the President of the Republic of Kazakhstan held a press conference on the topic: "On the safety of children in the summer". The event was attended by the Chairman of the Committee on Civil Defense and Military Units of the Ministry of Emergency Situations of the Republic of Kazakhstan Syzdykov Bauyrzhan, representatives of the Ministry of Education and Science, the Ministry of Internal Affairs of the Republic of Kazakhstan.
According to Bauyrzhan Syzdykov, the Ministry of Emergency Situations pays special attention to the safe recreation of children in the summer.
The most important thing is to ensure the safety of children in water bodies.
This year, together with the central and local executive bodies, work has been started in advance and a set of measures is being taken to reduce the risk of emergencies on the water.
On the city beaches, safe children's paddling pools are being equipped, where lifeguards, by analogy with previous years, will work to teach children swimming skills during the swimming season.
In order to form a culture of safe behavior, more than 640 interactive lessons were held in educational institutions, more than 880 meetings were held.
More than 115 thousand propaganda products (leaflets, memos, brochures) were distributed, and more than 3,390 safety signs were installed on water bodies.
Daily raids and patrols are carried out to prevent violations of the requirements of the rules for staying in public places, water use and water safety.
Since the beginning of the year, rescuers of the Ministry of Emergency Situations have saved 6 children.
Despite the measures taken, since the beginning of the year, 34 cases of children's deaths have been recorded, in unidentified places for bathing, due to the abandonment of children without supervision. These facts were registered in Turkestan, Almaty, Atyrau, Aktobe, East Kazakhstan, Akmola, West Kazakhstan, Kyzylorda, Pavlodar, Zhambyl, Karaganda, Kostanay regions and the city of Nur-Sultan.
The second important issue is ensuring the fire safety of children in children's camps and recreation areas.
In order to prevent fires due to childish pranks with fire, as well as to increase the level of knowledge on safe behavior, 1,211 interactive lessons and 19 competitions with teams of young rescuers were held. With the coverage of more than 17 thousand children, 738 excursions to fire-technical centers and more than 400 open days were organized.
The main cause of death of children is the carelessness of parents who leave children unattended, being in a state of sleep, improper actions in the event of a fire.
However, despite the measures taken since the beginning of the year, as a result of the fire, 17 children were killed in the fire (2020-12), 17 were injured (2020-10). From carbon monoxide poisoning (as a result of violations of fire safety requirements that did not cause a fire), 5 children died (2020-7), 84 children were poisoned (2020-52).
One of the reasons for the increase in deaths and carbon monoxide poisoning of children in a fire is their self-employment. In order to ensure fire safety in children's health camps in accordance with the criteria for assessing the degree of risk, fire safety inspections have been launched since April and will continue until the end of June. Currently, the territorial divisions of the Ministry of Emergency Situations have checked 25 camps according to a special order in the field of fire safety.
According to the results of the inspections, 171 violations of fire safety requirements were identified, the first managers were issued instructions to eliminate violations, as well as officials and legal entities were brought to administrative responsibility.
At the end of the press conference, Bauyrzhan Syzdykov recalled the rules of water safety and fire safety.
