For 9 months of this year, there were 1,462 (2022 – 1,384,+5.6%) departures by the Department's Operational Services, 106 (2022 – 133, -20.3%) people rescued, 27 (2022 – 92, -70.6) evacuated to a safe place, and 122 (2022 – 4, +30 times) first aid was provided to the victims.
Since the beginning of the year, 218 (2022 – 269, -18.9%) natural and man-made emergencies have been registered,30 victims (2022 -11 173, -99.8%), and 11 deaths (2022 -66, -83.3%).
Reference: material damage caused by fires amounted to 75 million 897 thousand tenge (2022 - 208 thousand 100 tenge), an increase of 364 times.
In order to prevent the activities of emergency bodies and tragic events, work continues through the mass media.
Published 8,661 (2022 – 8,532, +1.5%) materials, including 291 on television (2022 – 206, +41.3%), 516 in publications (2022 – 598, -13.7%), 817 in news agencies (2022 – 787, +3.9%),
in radio broadcasts-54 (2022 – 130, -58.4%), in social networks – 5 183 (2022 – 5 559, -6.8%), through loudspeakers-1 800 (2022. – 1 250, +44%). 26 briefings were organized in the regional communication service (2022 – 21, +23.9%).
Due to the daily coverage of emergency prevention measures to the population through the mass media, fires decreased by 12.4% (2023 - 197, 2022 – 225), deaths decreased by 50% (2023 -1, 2022 – 2), and the number of victims is stable-1 (2022 – 2023 – 1).
The largest number of fires was recorded in the residential sector, i.e. 109 fires (2022 – 117, -6.9%), 55 car fires (2022 -62, -11%).
In order to fully cover the facilities located on the territory of the region, they are requested by the Department to state bodies on a quarterly basis with further fire-technical inspection and preventive measures in accordance with the requirements of the legislation.
Currently, in the Region- 7 175 (2022-4 301), (2 874 the object is taken into account, including 1,448 with a high degree of risk, 496 with an average degree of risk, and 5,231 with a low degree of risk.
For 2023, 277 objects were included in the schedule of preventive control with visits to the subject.
Of the planned objects, 181 were inspected (65%), 37 objects were removed from the plan for objective reasons (29 objects identified by the Ministry of emergency situations without defects in 2021, major repairs-7).
During the inspection, 1,645 violations of fire safety requirements were identified, and 181 orders were issued to eliminate them.
Reference: 11 forms of 165 rulings were sent to the court under Paragraph 3 of Article 462 of the code of administrative offenses of the Republic of Kazakhstan and a fine was imposed in the amount of 4 million 347 thousand tenge.
In addition, on behalf of the prosecutor's Office, 9 unscheduled inspections were carried out. As a result of the audit, 9 administrative cases were initiated, 7 warnings and 2 fines totaling 69,000 tenge were imposed.

In order to prevent fires in forest-steppe areas during the fire-hazardous period, 6,978 measures were carried out, in particular, 6,531 instructions covering 18,755 residents, 74 round tables with agricultural producers and representatives of farms covering 1,118 people, as well as 373 meetings with 6,360 workers. 11 briefings on the Prevention of fire safety in Forest and steppe areas (district, regional and Republican) were held with media representatives.
Together with local executive bodies, 13 videos and 12 billboards, 38 banners were developed.
The created mobile group identified 3 violations in the places of recreation of people, as a result of which individuals were fined in the amount of 112,125 tenge.
However, despite this, 6 forest fires with an area of 5,900 hectares were registered on the territory of the region since the beginning of the fire season (2022 – 5; total area of 1,860 hectares, +20%), material damage amounted to 545,300 tenge (2022 – 208 thousand tenge).

In May, June of this year, planned and unscheduled meetings of the Regional Emergency Commission were held, and the issue of "prevention and elimination of forest-steppe fires in a fire-hazardous period" was repeatedly considered.
Training exercises were organized to eliminate fires in all districts, including forest and steppe areas on the territory of Forestry (Atyrau, Makhambet, Inder, Kurmangazy).
One of them is a large-scale Kazakh-Russian exercises to extinguish cross-border fires, which took place from August 24 to 25 this year in Safon rural district, Kurmangazy district, Atyrau region.
The fire and Rescue Service, JSC and emergency services have made efforts to extinguish fires that have conditionally spread to the forest area, eliminate fires in residential buildings and evacuate villagers. The total area of the conditional fire was 120 hectares.
A total of 83 people and 13 units of equipment from two countries took part in the exercise.

In accordance with the approved work plan of the Department of emergency situations of Atyrau region for 2023, 5 (3 planned and 2 unscheduled) regional meetings on the prevention and elimination of emergency situations were organized and held during the reporting period. 20 issues were considered and 122 tasks were given. (including: 20 issues – 17 planned, 3 unscheduled. Of the 122 tasks, 86 were planned, 36 were unscheduled).
In order to prevent and eliminate possible natural and man - made emergencies in Atyrau and Districts, 26 meetings of the Regional Emergency Commission (including:19 - planned, 7 – unscheduled) were held (Atyrau – 2, Zhylyoi District – 2, Makhambet District – 3, Kurmangazy District – 3, Kyzylkoginsky District – 6, Makat District – 4, Isatay District – 3, Inder District – 3), where 74 issues were considered and 417 tasks were given (including: 74 issues - 67 planned, 7-unscheduled. Of the 417 tasks, 357 are planned, 60 are unscheduled).
2023-2024 according to the heating season, 1,702 (2022 – 2,001, -15%) houses of vulnerable groups were identified in the region this year, and currently 100% of residential buildings have been visited.
In addition, it is planned to install 218 smoke sensors and 700 gas analyzers in these residential buildings together with local executive bodies, members of the youth wing "Zhas Otan", employees of JSC "Kaztransgazaymak", volunteers.
Since the beginning of preparation for the heating season, 216 raids have been carried out, during which preventive work is carried out 13,071 (2022-2023). -2,352, +5.5 times) Housing, 22,142 (2022-2023). - 3,458, + 6.4 times).

Reference: during the heating season 2022-2023 in Atyrau region, 98 (2021-2022 -85, +15%) fires occurred in residential buildings. As a result of the fire, 3 people (2021-2022 -7, -57%) were killed, 1 person (2021-2022 -4, -75%) was injured in the residential sector as a result of a fire without observing fire safety rules, and 3 people (2021-2022 -0, +100%) were killed.
The number of objects under control in the field of civil protection is 144 (in 2022 – 151, -5%).
In the first half of 2023, it is planned to inspect 6 subjects, of which 5 and 1 object were inspected for objective reasons (Kazakhtelecom JSC). (In 2022 - 43, of which - 41, shot from the inspection-2).
In the second half of 2023, it is planned to cover 7 subjects with preventive control, of which 4 are checked and 3 are under control in accordance with the deadlines.
Out of 60 inspections planned for the current year, 47 unscheduled inspections were carried out. Based on the results of the audit, 20 protocols were drawn up and 8 million were issued. A fine of 494 thousand tenge was imposed.
Work on preventive control in Atyrau region continues in compliance with the terms and conditions of state control.
