According to the results of the first quarter of 2021, the departments of the Department made 214 (2020g. – 158, +35.4%) visits to emergency and emergency work, of which:
82 of a domestic nature;
99 emergency rescue operations;
22 search and rescue operations;
11 road accidents.
31 people were rescued (-92, -66.3% in 2020), 27 people were evacuated (-402, -93.2% in 2020), first aid was provided to 14 victims (-3, +4.7 p in 2020).
In total, 86 natural and man-made emergencies were registered in the region, an increase of 34.4% compared to the same period in 2020 (in 2020 -63).
In emergency situations, 5201 people were injured (2020g. -23, +226.2 p), of which 28 were killed (2020g. - 1, +28p):
Man – made emergencies-70 (2020-63), in which 6 people were injured (2020-3,+2p), of which -2 died (2020-1,+2p.):
- 70 (2020 – 63)industrial and domestic fires, explosions, accidents of a man-made nature;
Natural disasters– 16 (2020 – 1), in which 5195 people were injured (2020-20, +259.7 p), of which -26 died (2020-0,+100%):
- 14 (2020 - 0) strong wind;
- 1 (2020-1) human diseases (pandemic);
-1(2020 – 0 )gas poisoning.
In order to prevent and eliminate possible natural and man-made emergencies, 1 scheduled meeting of the regional commission
for emergency situations was held, at which 5 issues were considered (4 planned and 1 unscheduled), and special instructions were given.
During the reporting period, 8 district scheduled meetings and 2 unscheduled meetings were held (Atyrau, Zhylyoy district), 19 planned and 3 unscheduled issues were considered at the meeting, 83 planned and 9 unscheduled instructions were given.
Flood control measures
In order to prevent floods and reduce losses
from floods, the akim of the region approved the "Action Plan for preparing for the spring flood of 2021, its implementation and reducing possible losses".
Interaction and exchange of forecast information was organized with the main departments of the Ministry of Emergency Situations of the Russian Federation for the Astrakhan, Volgograd and Orenburg regions, as well as with the RSE of the Atyrau branch of Kazhydromet and the Ural-Caspian Basin Inspection.
For the elimination of possible emergencies, 3 billion rubles are provided for 2021. 820 million 663 thousand tenge (for the emergency reserve - 3 billion tenge). 279 million 099 thousand tenge and for urgent expenses-541 million 564 thousand tenge).
On February 6 of this year, the Department's employees together with the MIO conducted a commission review of the banks of the Ural River, located in 7 settlements of the city of Atyrau.
In February 2021, a working group of the Regional Akimat studied the bank of the Ural River in the village of Makhambet to identify dangerous areas in preparation for flooding. Based on the results, a decision was made on the need to carry out shore protection works of the Ural River with a length of 4.5 km in the village of Makhambet, Makhambet district.
In accordance with the road map "Set of measures
on flood risk prevention for 2021-2023 " 2 events are planned for Atyrau region:
Major repairs of protective dams on the banks of the Ural River and the Caspian Sea in the city of Atyrau and settlements on the territory of the city (suburban villages: Kokarna village, Zhumysker village, Geologist village, Aksai village, Akzhar village, Atyrau village, Zhanatalap village, Kurmangazy village, Yerkinkala village, Talgairan village, Besikty village, Damby village, Amangeldy village, Taskalai village, Atyrau city, total 50,39 km). The planned cost of the event is 500 million tenge (MB). Currently, the POI (the total cost of 8 million 280 tenge) is undergoing state examination.
Bank protection works of the Ural River with a length of 3.2 km (Alga village, Makhambet district). A POI was developed, in the amount of 26.5 million tenge (MB). At the moment, the state examination No. 15-01-57/18 of 18.06.2018 has been received. The total amount of the event is 500 million tenge. The deadline for the completion of this event is 2023. The source of financial resources is being considered.
On January 10, 2021, as part of the elections to the lower house of the Majilis, 265 polling stations were secured.
In the region, 38 heating points with a capacity of 1,235 people have been prepared.
In order to prevent the death of people and effectively respond to emergencies on water bodies in the winter of 2021, a set of measures was carried out:
1) for students of educational institutions, instructions and explanatory work on the topic: "Safety measures on ice", "Rules of conduct on ice", "Safety rules on thin ice" were conducted online in 113 schools for teachers and students (1334 students were covered).
2) to inform the public about the dangers of being on the ice and compliance with safety rules on water bodies, 1 briefing was held, 41 articles were published in social networks, 21 articles in local newspapers and 10 speeches on television.
3) conducted 411 raids on the topic "Safety on ice".
On March 4-5 of this year, the forces and means took part in the Republican staff training on the topic "Preparation of the management bodies, forces and means of the State Emergency Service for actions in emergency situations in the conditions of the flood period of 2021".
The forces and means of the State System of Civil Protection of the region participated remotely in connection with the epidemic situation in the region.
All introductory instructions from the Republican Headquarters (stationed in Pavlodar) were worked out in accordance with the established procedure, practical actions were carried out on the territory of the Shortanbay rural district of Kurmangazinsky district, Atyrau region.
To ensure fire safety.
In total, the number of objects controlled by the state fire control in the region is 3,671, of which 1,322 are high – risk objects, and 2,349 are not high-risk objects.
Of the 375 objects planned for the first half of 2021, 64 (17%) were checked in a special order (in 2020 – 111), 1 object was removed from the register (KSU "Management of the Bodies of the Akim of Atyrau region" – major repairs). Unscheduled 18 checks were carried out (of which:17 for the control of the prescription, 1 for the complaint) (in 2020 – 34).
During the inspections, 213 violations of fire safety requirements were revealed.
56 (in 2020 - 78) administrative penalties were imposed, including 7 monetary fines in the amount of 204,190 tenge (for legal entities 2 fines in the amount of 58,340 tenge; for officials 5 fines in the amount of 145,850 tenge) (in 2020 -178,882. 5) and 49 warnings (in 2020 - 71). The recovery was 100%.
Also, on the fact of the fire in the form of "Warnings", 13 persons were brought to administrative penalties (in 2020 – 19).
4 statements of claim were sent to the court under Part 3 of Article 462 of the Administrative Code of the Republic of Kazakhstan(in 2020 - 4).
Since the beginning of the year, 10 audits in the field of fire safety have been conducted at the facilities located in the Atyrau region. All objects of private enterprise.
During the reporting period, a total of 66 fires were registered (in 2020-52 fires, an increase of 21%), there was no material damage from the fire (in 2020-1 million 500 thousand tenge).
As a result of the fires, 2 people were injured(2020-2), 2 people were killed (2020-0, +100%).
There were 3 fires at the controlled objects.
Since the beginning of the year, 3 cases of carbon monoxide poisoning have been registered in the region, in which 7 people were injured, including 3 children, 4 people died, including 1 child.
The main causes of fires were: violations of the rules of installation and technical operation of electrical appliances(40 cases); careless handling of fire (8 cases); violation of fire safety rules when operating stoves(12 cases) , etc.
The largest number of fires was registered in the residential sector, where 27 fires or 39% of the total number occurred (2019 – 27), and 18 fires or 26% of the total number occurred in road transport (2020-20).
In order to explain the rules of fire safety to the population, to form a culture of safe behavior of people, 198 (2020-82) speeches were organized in the mass media, including: print 25 (2020g-23), television7 (2020g-7), on radio 1 (2020g-24), through loud-speaking devices of objects in crowded places 92 (2020g-23) and in social networks 73 (2020g-32) articles.
According to the actions in the fire in the region, 15 posters were posted, 38 billboards were installed.
During the reporting period, the Service's divisions made 304 alarm visits, including 66 for fires, 99 for emergency rescue operations, and 139 for gorenje cases. 4 people were rescued and 10 people were evacuated while extinguishing fires and conducting ASR.
In accordance with the schedule of Combat Training, 122 fire-tactical classes were held.
In the course of preparation for the elimination of emergency situations in the spring period, the forces and means of the garrison were adjusted. The issue of installing a trailed motor pump on a fire truck has been worked out, which will allow for more rapid and high-quality measures for pumping out meltwater in large volumes.
At the same time, a check of the readiness of the group, sent in case of complications of the flood situation in the neighboring regions of the country, was organized. The total group includes 49 people, 6 units of equipment, 3 boats and 12 motor pumps. Forces and means are ready to respond to emergencies.
In order to increase the level of gas and smoke protection service, since the beginning of this year, 177 outdoor training sessions and 22 training sessions in the heat and smoke chamber have been conducted.
During the reporting period, according to the schedule, 254 fire-fighting plans and cards were revised and corrected (including 141OP and 113OK,in total there are 491 OP and 578 OK).
Regarding the preparation for the fire-dangerous period, 13 fire departments carry out fire protection of the territory of the Atyrau region.
