In order to prevent the death of people and effectively respond to emergencies of the winter period of 2021-2022 on reservoirs (ice), the Department is implementing a set of preventive and practical measures.So, during the preparatory period of the autumn-winter ice-up, the Emergency Department approved the "Action Plan for ensuring safety in the city's reservoirs in the autumn-winter period of 2021-2022".During the ice age, in order to ensure the safety of citizens on reservoirs, the Department's employees conduct daily patrols (109 raids) in the most dangerous areas (in places where underwater keys exit; under bridges; in narrow channels; near water discharge sites), during which conversations and briefings with the population (1,322) were conducted and propaganda products in the amount of 2,780 copies were distributed. on compliance with safety rules on ice.

During the freezing period, 111 forbidding signs were installed together with the akimat. Lectures and interactive classes with students of the city's schools are held at educational facilities, and various actions on "Safety on Ice" are also held.

In order to prepare for the upcoming winter period, 2 meetings of the Emergency Commission were held, where the issues of readiness of the city's services for the passage of the winter period were considered, according to the results of which the relevant instructions were given to the authorized bodies and organizations of the city.To date, a grouping of forces and means consisting of 704 personnel, 462 units of equipment from the Ministry of Emergency Situations, Emergency Situations, DP, National Guard, Kazaviaspas, KazAvtoDor, CMC, MIO, road services has been formed for rapid response to emergencies in the winter period.A situational map has been developed with 16 snow-bearing sections of the city with the necessary forces and means fixed on them. Equipped with 7 snow polygons. 1250 units have been installed on snow- bearing sections of the city 's highways . snow - retaining shields with a length of 2.5 km .There are 13 temporary accommodation facilities for 1800 beds for those affected by winter emergencies.Municipal services of the city have prepared 154 tons of anti-icing reagent, more than 3.5 thousand cubic meters of sand and more than 3 thousand tons of salt mixture (additionally purchased 1125 tons of salt, 10,849 cubic meters of sand, 452 anti-icing reagent), also created a stock of fuel and lubricants in the amount of 10 tons (winter fuel, antifreeze, antifreeze, etc.). The algorithm of transmitting information to the public by intercepting broadcasting, SMS alerts and social networks has been worked out.Interaction with the border regions has been organized to provide timely information and take measures in case of worsening weather conditions (Nur-Sultan, Akmola, Pavlodar, Karaganda, Kostanay and North Kazakhstan regions). What to do if you fell through the ice? The time of a person's safe stay in the water: at a water temperature of +24 °C, the safe stay time is 7-9 hours,  at water temperature +5 - +15 °C - from 3.5 hours to 4.5 hours; water temperature +2 - +3 °C turns out to be fatal to humans after 10-15 minutes; at a water temperature of -2 ° C - death may occur in 5-8 minutes.

- transparent ice with a greenish or bluish tinge;

- in the open snowless space, the ice is always thicker.

thin:

- the color of the ice is milky-cloudy, gray ice, usually porous and porous, such ice collapses without warning crackling;

- ice covered with snow (snow falling on newly formed ice, in addition to masking the polynyas, slows down the growth of the ice cover);

- the ice is thinner on the current, especially fast, in deep and open to the wind places; over shady and peat bottoms; near marshy shores; in places where underwater springs exit; under bridges; in narrow channels; near places of discharge into reservoirs of warm and hot waters of industrial and municipal enterprises;
