Higher education corresponding to the functional areas of a particular position. Appointed from among the employees enrolled in the personnel reserve to occupy higher positions.

Work experience must meet one of the following requirements:

1) at least six years of work experience in law enforcement service, including at least one year in positions not lower than categories C-GP-5, C-OGP-5, C-RGP-2, C-AGP-6, C-KGP-3, C-OKGP-3, B-PK-5, B-RKO-4, C-SV-5, C-SVO-4, C-SVR-3, C-SVU-4, C-SN-4, C-SSP-4, C-SGU-7, C-FM-4, C-FMO-4 or in positions not lower than the next lower category provided for by the staffing table of a particular structural unit;
2) at least six years of work experience in special state bodies or in military service or as a judge;
3) at least seven years of experience in public service, including at least one year in political positions or positions of the "A" corps or positions not lower than categories A-4, B-5, C-4, C-O-5, C-R-2, D-4,D-O-4,E-3,E-R-2,E-G-1;
4) at least eight years of work experience in the areas corresponding to the functional areas of a particular position of these categories, including at least three years in senior positions;
5) at least five years of work experience for persons enrolled in the Presidential Youth Personnel Reserve.
