Every year, with the onset of a fire-hazardous period, the units of the emergency department of the Almaty region have to face the problem of annealing dry grass and an increase in the number of fires resulting from uncontrolled fires left. The trouble is that many people, putting things in order on their own farmsteads, homesteads or suburban areas, do not think about what consequences the burning of garbage and dry grass can lead to.
The emergency department of the Almaty region reminds:
- bonfires and waste incineration should be carried out at a distance of at least 50 meters from buildings and structures, and in windy weather, bonfires are generally unacceptable;
- it is prohibited to arrange landfills of combustible waste on the territory of settlements and organizations, they must be removed in a timely manner;
- incineration of waste and containers in specially designated places for these purposes should be carried out under control;
-places for campfires should be cleared of combustible substances and materials, dry vegetation and provided with extinguishing media (sufficient water or fire extinguishers);
- it is not allowed to use flammable and combustible liquids for kindling fires and coal (with the exception of liquids specially designed for ignition);
- at the end of the gorenje process, the remains of burning (smoldering) materials must be extinguished until the complete cessation of smoldering;
if all the above measures are observed, then when making a fire, it should be provided that the process of gorenje and smoldering should be carried out in such a way that the flame and sparks do not fall on the combustible elements of buildings, economic structures and structures, stored combustible substances and materials;
- in summer, containers with a total water supply of at least 200 liters or a fire extinguisher are installed near each residential building in rural settlements, as well as in dacha cooperatives and horticultural associations;
- when storing coarse feed on farmstead plots of residential buildings at a distance of at least 15 m to buildings and outbuildings, storage sites are provided with a water capacity of at least 500 liters;
it is not allowed to store stacks, piles, stacks of coarse feed, other combustible substances and materials:
1) on the roofs of sheds and other outbuildings;
2) under power lines;
3) at a distance of less than 3 m from the outer fence of the site.
The Emergency Department of the Almaty region recalls that for non-compliance with the requirements for the protection of atmospheric air and fire safety during storage or incineration of waste, according to Article 336 of the Administrative Code of the Republic of Kazakhstan, administrative liability is provided in the form of a fine for individuals – in the amount of twenty monthly calculation indices (61,260 tenge), for officials - in the amount of fifty monthly calculation indices (153 150 tenge).
