With the onset of hot weather, residents of the Almaty region were drawn to the reservoirs. And, of course, they often do not think about security in the first place. In this regard, the staff of the emergency Department of the Almaty region constantly conducts raids on bathing places on the Kapshagai reservoir, Lake Balkhash, Lake Alakol and other reservoirs of the region. Together with police officers and volunteers, 4,079 raids and patrols were conducted. As a result of joint raids with the Ministry of Internal Affairs on the reservoirs of the region, 102 individuals were brought to administrative responsibility under Articles 440 of the Administrative Code "Violations of the Rules of being in public places" and 364 "Violation of the rules of general water use", with a fine of 247 thousand 945 tenge. On weekends and holidays, raid events are held in an enhanced mode. And also in order to ensure duty on the beaches, an additional 5 mobile posts of rescue units of the Department are on duty, 5 mobile posts from local executive bodies on dangerous and unequipped areas for bathing reservoirs and natural beaches and 30 object posts are organized, as well as 3 public security posts and 4 medical points have been created on communal beaches to ensure the protection of public order and first aid to victims on water.
Despite the measures taken, since the beginning of 2021, 22 people, 6 of them children, have died in the reservoirs of the region in unidentified (prohibited) places for bathing according to the results of the 1st half of the year (as of 30.06.2021). 28 people were rescued, including 4 children (4 people at the Kapshagai reservoir, 15 people at Lake Alakol, 2 people at Lake Balkhash).
The purpose of these measures is to monitor citizens ' compliance with the rules of behavior on the water and prevent the loss of life. But, despite all the measures taken, citizens neglect simple safety rules on the water, swim in a drunken state, leave children unattended, do not comply with safety rules when fishing.
The consequence of this attitude is the death of people on reservoirs. Unfortunately, children are the least likely to follow the safety rules and are the first to open the bathing season. No one is insured against an accident. Therefore, employees of the Department of Emergency Situations are constantly trying to reach parents so that they hold conversations with their children, explain safety rules to prevent trouble. After all, violations of the rules of behavior when staying at reservoirs entail the most serious consequences, up to drowning. During the raids, all vacationers are given memos about the observance of precautionary measures on reservoirs, compliance with basic safety rules on the water. Since the beginning of this year, 57586 thousand copies of propaganda products have been distributed among the population.
For the safety of recreation on the water, it is necessary to know the basic rules of safety on the water:
- In the absence of a beach, swim only in safe and permitted places, choose a clean sandy beach with a flat bottom. Do not dive in unfamiliar places, as there may be dangerous objects on the bottom.
- Hot people are not allowed to enter the water. Do not bathe soon after eating and when drunk. Stop bathing when chills occur. It is recommended to swim twice a day: in the morning and in the evening.
- There may be cramps when swimming. Convulsions occur when the muscles are cooled, sudden movements and fatigue. In case of convulsions, call for help.
Preventive measures will be continued until the end of the bathing season.
