Vice Minister of National Economy of the Republic of Kazakhstan arrived on a working trip to Atyrau region. Bauyrzhan Omarbekov presented the bill "On the development of local self-government".
In his speech, he noted that it will take into account the opinions of citizens, and also dwelled separately on each of the innovations.
To date, work is underway to introduce direct elections of district akims. The relevant draft law has been submitted to the Government for approval. Direct elections of district akims are planned to be introduced in stages from 2023 to 2025.
“The draft law being developed will directly affect the activities of local self-government bodies and state administration bodies. It covers such areas as budgeting, management of communal property of local governments, public procurement, powers of local executive and representative bodies, etc. The purpose of today's meeting is to familiarize with the main innovations in the law and collect proposals,” the Vice Minister said.
In order to reduce dependence on higher government bodies, the bill provides for the creation of Kenes. The body is formed by open vote of citizens for a period of four years.
Such powers as approval of the budget, regulation of issues of improvement of settlements, sanitation, approval of the list of paid services and works provided to the population and the size of tariffs, regulation of street trade issues will be transferred to Kenes.
“All decisions of Kenes will not just be on paper. They will be drawn up in the form of regulatory legal acts, which are subject to mandatory execution on the territory of the respective administrative-territorial unit,” B. Omarbekov added.
During the meeting, akims of rural districts and employees of other government agencies who arrived in the oil region from Aktobe, Mangystau and West Kazakhstan regions made their proposals.
