VACANCY: "Consultant on component 1 for PMU" IDIP-2 (Irrigation and Drainage Improvement Project, Phase 2)

 

Employer: RSI "Committee on Water Resources of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan".

 

Qualification:

 

  • higher relevant education in economics, finance, construction, law, etc;
  • practical experience in construction, design, execution of similar contracts at least 5 years;
  • practical experience in international projects financed by the World Bank or other international financial institutions is an advantage.

 

Language:

 

The technical consultant is required fluent Kazakh and Russian, knowledge of English is desirable.

Tasks of this position:

The main task of this position is provision of consultancy services for Component 1 in the implementation of the Project Management Unit (PMU) in Astana is the key objective of this position.

 

Scope of services:

The Consultant, not limited in hands-on assistance, is responsible under component 1 for the following tasks:

  • Ensuring quality monitoring of construction and installation works on irrigation and drainage systems.
  • Requesting and obtaining permission and other documents from interested organizations required for design and survey works and construction and installation works.
  • Consideration of design solutions and acceptance of final working drafts of the Project construction facilities.
  • Coordination of design solutions with all stakeholders and consultation with all parties involved, including operating organizations and farmers.
  • Review and approval of technical specifications and bill of quantities as part of the tender documents prepared by the International Consultant.
  • Constant cooperation with interested local executive bodies, agencies and organizations for taking necessary measures for project implementation;
  • Constant cooperation with the Engineer's representative and residents for the timely and quality implementation of the Project;
  • Daily monitoring of Project construction progress through PMU consultants at subproject areas, attendance at technical meetings with the Engineer's representatives and contractors
  • Preparation of weekly reports and timely submission of monthly reports on construction progress
  • Preparation and submission to the management of the CWR, organization of correspondence with interested organizations, institutions, legal and individuals on the implementation of the project.
  • The Consultant shall report to the PMU Coordinator and CWR of MENR RK.
  • Timely reporting to the Project Coordinator and taking measures to resolve any issues arising from the project;
  • Participation in project training.

 

Reporting responsibilities: The Technical Consultant submits monthly reports to the PMU on the progress of the project implementation and to the CWR on his activities.

The selection of the consultant will be carried out according to the method of selection of individual consultants (IC) in accordance with the IBRD procedures specified in the Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits& Grants by World Bank Borrowers (January 2011, revised July 2014) (Consultant Guidelines),  (www.worldbank.org).
