VACANCY: "Consultant on technical issues for PMU" IDIP-2 (Irrigation and Drainage Improvement Project, Phase 2)
Employer: RSI "Committee on Water Resources of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan".
Qualification:
- Higher education in business, law, finance, economics, engineering or equivalent;
- At least 2 years of experience working with foreign and local companies on contract execution/implementation;
- Practical experience in international projects financed by the World Bank or other international financial institutions is an advantage;
- Fluent in Kazakh, Russian and English
Language:
The consultant is required fluent Kazakh, English and Russian.

Tasks of this position:
The main task of this position is provision of consultancy services in the implementation of the Project Management Unit (PMU) in Astana is the key objective of this position.
Scope of services:
The Consultant, not limited in hands-on assistance, is responsible for the following tasks:
- Interaction with interested state bodies, departments and organizations to take appropriate measures for the implementation of the Project;
- Preparation of relevant requests, information, reports for state bodies on the implementation of the Project;
- Interaction with IBRD on the implementation of the Project in accordance with the provisions of the Loan Agreement and the Operations Manual;
- Collection, documentation, analysis of work progress and respectively indicators of project results;
- Collection, documentation, analysis of activities on the Project implementation, carried out in accordance with the requirements of IBRD and the legislation of the Republic of Kazakhstan;
- Assistance in preparation of contracts, supplementary agreements to existing contracts in two languages;
- Organization and control over preparation by PMU Consultants of reports on monitoring and assessment, social issues, etc;
- Organization and control over implementation of recommendations and decisions of IBRD oversight missions;
- Assistance to PMU specialists in project implementation on procurement, contract administration, technical and financial issues;
- Collection of reports from PIU and PMU consultants
- Preparation of up-to-date information about the progress of the Project
- Timely informing the Project Coordinator and taking measures to solve all problems arising on the project within their competence;
- If necessary, execution of other instructions of the Customer, PMU related to the implementation of the project;
- Assistance in preparation and defense of the Project budget applications (technical part) in accordance with the work schedule;
- Organization of trainings for PMU consultants.
Reporting responsibilities: The Technical Consultant submits monthly reports to the PMU on the progress of the project implementation and to the CWR on his activities.
The selection of the consultant will be carried out according to the method of selection of individual consultants (IC) in accordance with the IBRD procedures specified in the Procurement Rules for IPF Borrowers dd November 2020 (www.worldbank.org).
