Currently, the penal enforcement legislation of the Republic of Kazakhstan complies with International human rights Standards in many respects. Thus, according to article 106 of the Penal Enforcement Code of the Republic of Kazakhstan, convicts are provided with visits: short-term visits lasting two hours and long-term visits on the territory of the institution lasting two days.

Thus, in the 12 months of 2024, 1,098 visits with relatives were provided to convicts of the "Institution №48" of the Department of the Penal Enforcement System in the North Kazakhstan region, of which 404 were long-term and 694 were short-term.

For some time, due to flood control measures in the North Kazakhstan region, it was not possible to arrange visits with relatives for the convicts. With the support of the Committee of the Penitentiary System of the Ministry of Internal Affairs of the Republic of Kazakhstan, the Akimat and the Prosecutor's Office of the region, tremendous work was carried out to restore the territory of the institution. In September 2024, the facility completed repairs to eliminate the effects of floods, including in the rooms for long-term and short-term visits.

A total of 15 bedrooms, a kitchen, a shower room, a recreation room and a play area for children were equipped. New furniture, dishes and household appliances were purchased for the comfortable stay of relatives and convicts.

From the same period, all unused visits are provided in accordance with paragraph 84 of Order No. 819 of the Ministry of Internal Affairs of the Republic of Kazakhstan, which states that in case of anti-epidemic measures, natural disasters and other emergency circumstances that impede the normal operation of the institution, as well as the introduction of special conditions in the institution, visits are temporarily terminated by order of the head of the institution. If the convicted person is not granted a visit for the above reasons, they are provided at a later date.

"Such meetings with close relatives give a positive result of correcting the convict, form law-abiding behavior, a positive attitude towards work, norms and rules. In 2024, the most unusual long-term date in the entire history of the institution was registered. 8 people came to convict "B" for a long date, namely his mother and 7 brothers and sisters",- said major of justice Aibol Kozhakhmetov, head of the security department of the institution.
