Suppression of the delivery of narcotic drugs

Suppression of the delivery of narcotic drugs

One of the main and important tasks in the institutions of the penal enforcement system is to take timely measures to stop the channels of delivery of prohibited items not only by civilians, but also by convicts.

Employees of operational and regime services of institutions are directly involved in this work.

In order to prevent the entry (removal), import (export) of objects and substances prohibited for use by convicts in the institutions of the penal system, the inspection group of the regime department operates and carries out its work. All persons entering and leaving the territory of the institution are subject to inspection, where all items, the contents of pockets and handbags, things are examined, clothes are examined.

In the ES-164/9 institution of the Department of the Penal Enforcement System in the North Kazakhstan region (minimum security institution) during the inspection of a 44-year-old convict "K.", who on that day was granted access outside the institution to the city of Petropavlovsk, to purchase basic necessities (in accordance with the requirements of Article 143 of the Criminal Code RC) a clear liquid with a specific odor was detected and seized.

The administration of the ES-164/9 institution called the investigative task force of the Kyzylzhar district Police Department of the North Kazakhstan region, according to the results of which this fact was registered in the ERDR. The liquid that the convict illegally tried to bring into the territory of the institution in underwear according to the forensic chemical examination turned out to be a narcotic drug "Extraction opium", the total weight of which was 0.009 grams.

A criminal case was initiated under Article 296 of Part 2 of the Criminal Code of the Republic of Kazakhstan (Illegal manufacture, processing, acquisition, storage, transportation without the purpose of selling narcotic drugs, psychotropic substances, their analogues, precursors). Convicted "K." was found guilty of committing a criminal offense under part 2 of Article 296 of the Criminal Code of the Republic of Kazakhstan. The Kyzylzhar District Court of North Kazakhstan Region sentenced him to a fine of 15 MCI in the amount of 45945 tenge.

Since the beginning of 2022, this is the 3rd attempt to bring prohibited items by convicts to the territory of institutions of the North Kazakhstan region.

Organized work and timely suppression of the delivery of prohibited substances and objects to the institution indicates the existing preventive and well-coordinated work of all services of the institution.
