Memo on the opening of IP and LLP production facilities in the institutions of the North Kazakhstan region

Today, in the institutions of the region there is a positive experience of cooperation with SMEs, involving more than 200 convicts.
Also, the subordinate institutions of the Department of the Ministry of Internal Affairs of the North Kazakhstan Region have the opportunity to provide entrepreneurs with free production facilities for opening any type of production in the following areas of activity:
- metalworking (manufacture of railings, grilles and fences, containers for solid waste, trash cans), production of forged products;
- production of paving slabs, cinder blocks, paving stones, gas blocks, sand blocks;
- light industry (sewing, sewing of workwear, uniforms, bedding for boarding schools, kindergartens, hospitals, manufacture of hand–knitted products, sewing shoes, making raincoats);
- woodworking, manufacture of upholstered furniture, cabinet furniture, benches, gazebos, school desks, carpentry – carpentry products;
- all types of welding work;
- crop production, poultry farming, animal husbandry;
- production of figures of small architectural forms for the improvement of the city, playgrounds, swings, children's slides, park benches;
- production of plastic windows.
Premises for production are provided at a zero rental rate to the trust management on the terms of reimbursement of utility costs.
Entrepreneurs will have no problematic issues with labor discipline, guaranteed free protection of products, organization of work in 2-3 shifts with daily supervision by employees of the institution, minimum or piecework remuneration in accordance with the legislation of the Republic of Kazakhstan, daily control over work by the administration.
Currently, the RSU "EU-164/3 Institution" (stationed in the city of Petropavlovsk, at the address 1- Zarechnaya – 100) has:
- a sawmill plot with a total area of 320 sq.m;
- an open plot of land (industrial zone parade ground) – length 38m, width 23m;
- open plot of land – length 69m, width - 30m;
- premises – 56 sq.m
In the RSU "EU-164/8 Institution" (stationed in the Ayyrtau district, Saumalkol village) there are:
- blacksmith shop – 30.3 sq.m.;
- warehouse – 111.9 sq.m.;
- KDA building - total area of 928.5 sq.m.
On the basis of the above, we ask you to carry out the appropriate work to bring this letter to the subjects of SMEs, if necessary and if there are any questions from entrepreneurs, employees of the Department of UIS can conduct an introductory conversation to explain the procedure and conditions for organizing production activities on the territory of institutions.

 

Memo on the opening of production in the institution of IP and LLP

1. An individual entrepreneur or an LLP applies to the institutions of the region with a proposal to organize its production on the territory of the IU.
2. The staff of the OOTO makes a detour of existing empty buildings and premises, taking into account the specifics of the IP, LLP, to select the necessary premises.
3. The head of the IP, LLP writes a letter addressed to the head of the IU or the director of the branch "Enbek-Kyzylzhar", depending on the ownership of the premises, requesting the provision of the selected premises in trust management.
4. After a positive response by the management of the IU, IP or LLP, he applies to the State Institution "Interregional Department of State Property and Privatization in the North Kazakhstan Region" to conclude a contract for the transfer of premises to trust management.
5. The sole proprietor or LLP enters into a contract with the IU for the provision of labor from among the convicts.
6. Together with the employees of the IU, IP or LLP, selects the necessary specialists for work at their facility, with whom a 2-party contract is concluded.
7. Before starting work, the selected convicts are given an introductory briefing, and the primary one is carried out directly at the workplace, about which an entry is made in the briefing logs.
8. Sole proprietor or LLP transfers the wages of convicts to the account of the institution. The institution withholds claims, alimony (if any), and is transferred to the convict's account. First of all, convicted persons with lawsuits are employed.
Positive aspects for the organization of production:
• premises are provided without rent, that is, in trust management, payment of utility costs only;
• minimal investment in production;
• availability of connected communications;
• low cost of production;
• gratuitous protection of products and premises.
