If in 2020 13 families of convicts were created in the institutions of the region, then in 2021 this number reached 19 and increased by 46%. In 2022, 1 convict has already created a family.
- Marriage in institutions is not a rare phenomenon. In many cases, a marriage concluded in places of deprivation of liberty has a positive impact on convicts. They stimulate the discipline of the convicted person for early release. The reason for creating a marriage is often a ban on dating non-relatives. The reason why women marry a convicted man more often than men is the difference in the rights of a civil and official spouse. If a common-law spouse has the right only to a short-term date (2 hours) in the presence of employees of the institution, then the legitimate wife has the opportunity for a long-term date (2 days), - the head of the DUIS for the North Kazakhstan Region, Colonel of Justice Rustan Akhmetzhanov.
More often, convicts create families with people they met while at large.
The convicts Oleg and Antonina have known each other for 15 years. Both did not work out in their first marriage. We worked together, and over the years friendship turned into love. After two years of joint civil marriage, planning to get married, Oleg committed theft and was sentenced to 5 years. They have been deciding for a long time and today they have legalized their marriage.
- I am happy, ready to wait for Oleg. 5 years will fly by unnoticed, - Antonina.
"The procedure for marrying convicts serving sentences in places of deprivation of liberty consists in the fact that the future spouse visits the bodies of the RAGS at the place of residence of the convicted person, that is, the RAGS of Petropavlovsk, declares his intention to marry, fills out an application in the presence of an employee of the RAGS, after which he passes this application to the future spouse to the institution of the Criminal registration Office to fill out the second part of the application. The convicted person, in the presence of an administration employee, fills out and signs the second side of the application. His signature is certified by the head of the institution. A copy of the identity card of the convicted person entering into marriage is attached to the application and sent to the RAGS. After receiving the application, the RAGS bodies set the date of marriage registration. On the day of marriage registration, an employee of the RAGS and the future spouse of the convicted person arrives at the institution. After marriage registration, newcomers have the right to the first long-term meeting," - the chief specialist of the special accounting group of the DUIS for the North Kazakhstan Region, Major of Justice Gulzhan Abkanova.
It is worth noting that women more often marry convicted lovers. In the past year, only 2 convicted women created a family in the women's colony of Petropavlovsk.
