ROUND TABLE ON DOCUMENTATION OF PRISONERS HELD IN ALMATY
Today, the Department of the Penal correction system of Almaty hosted a round table on the issue of documenting investigative prisoners in the institution la-155/18 (pre-trial detention center) and the release of investigative prisoners outside the institution for conducting investigative actions.
"The institution la-155/18 in Almaty is a pre-trial detention center for the detention of various categories of persons and simultaneously serves the pre-trial investigation bodies of Almaty and some districts of Almaty region. Work has already begun on registration of all detainees in UIs institutions in the Register of the registered population of territorial medical organizations.
However, as practice shows, there are a number of problems in documenting this category of persons and issuing IIN to foreign citizens and stateless persons,"said Lieutenant Colonel of Justice A. Zhumadiyev, head of the LA-155/18 institution.
During the round table, it was forbidden to remove persons held in pre-trial detention facilities from the institution in stages for conducting investigative actions (except for the demonstration and inspection of the scene of a crime, as well as an investigative experiment). In this regard, the institution la-155/18 has allocated specially equipped premises for full-fledged and trouble-free investigation.
In accordance with the resolution of the Chief State Sanitary doctor of the Republic of Kazakhstan dated March 14, 2022 No. 12 (annex 20, 26 to the resolution), those delivered from a temporary detention facility are accepted only in the presence of a negative result of covid. The participants of the meeting agreed to jointly solve the key issues that arise in this case.
The Round Table was attended by Assistant Prosecutor of Almaty D. Salimov, deputy heads of district police departments of Almaty, head of the Department of migration police of Almaty D. Zhakipbayeva, head of the Migration Service of Turksib District D. Toktar, head of the Investigative Department of Almaty D. Seisenuly, head of the Department of administrative police of Almaty D. Rakhmanov and deputy head of the DIS of Almaty, Colonel of Justice E. Uzakov.
