Special conditions regime introduced in UIs institutions

"On the basis of the decree of President Kassym-Jomart Tokayev on the introduction of a state of emergency and Article 101 of the Criminal executive code of the Republic of Kazakhstan, as well as Article 46 of the law of the Republic of Kazakhstan" "on the procedure and conditions of detention of persons in special institutions, special premises providing temporary isolation from society"", a special state regime was introduced in institutions subordinate to the Penal correction system of the country until January 9 of this year."

In this regard, taking into account the current situation in the country during this regime, a temporary change was also made to the internal agenda of UIS institutions.

In order to ensure the safety of persons held in institutions and prevent emergencies, temporary restrictive measures are taken to exercise the rights of convicted persons, as well as investigative prisoners, provided for in articles 105-113 of the Criminal Code.

In this regard, temporary difficulties may arise in obtaining food and basic necessities, as well as in delivering parcels to convicts. At the same time, we use every opportunity to deliver parcels in accordance with the procedure established by law.

All types of meetings and telephone conversations, including video communication, were restricted.

In case of threat of terrorist acts, walks were suspended both on the territory of the colony and in pre-trial detention centers.

The exit outside the institution was also stopped. Also, in accordance with Part 9 of Article 143 of the Criminal Code of the Republic of Kazakhstan, those serving sentences in minimum security institutions were recalled from the organizations in which they work.

In institutions of the Penal correction system, a temporary ban on holding cultural events for convicts and investigative prisoners has been introduced.

Despite the current situation, we, for our part, will take all measures to provide citizens with food in accordance with the standards of provision in institutions of the Penal correction system.

Until the end of all restrictive measures, we ask you to remain calm and understand the situation, not to spread false information and rely only on official information.

Meetings that should be given to institutions in connection with the introduction of a special regime are reserved and given when the situation stabilizes.

In the institutions of the Penal correction system in Almaty, all communications are working in a stable mode. In order to prevent the penetration of coronavirus infection into the colonies, sanitary and epidemiological work is carried out systematically.
