On approval of the main conditions of budget lending to the joint-stock company "National Managing Holding "Baiterek" with subsequent lending to the joint-stock company "DBK-Leasing" through the joint-stock company "Development Bank of Kazakhstan" for the leasing of buses
In accordance with paragraph 2 of Article 180 of the Budget Code of the Republic of Kazakhstan dated December 4, 2008, the Law of the Republic of Kazakhstan dated December 4, 2019 "On the Republican Budget for 2020 - 2022" the Government of the Republic of Kazakhstan DECIDES:
To approve the attached basic conditions of budget lending to the joint-stock company "National Managing Holding "Baiterek" with subsequent lending to the joint-stock company "DBK-Leasing" through the joint-stock company "Development Bank of Kazakhstan" for the leasing of buses.
The Ministries of Finance, Industry and Infrastructure Development of the Republic of Kazakhstan, in accordance with the procedure established by law, shall ensure:
the conclusion of a loan agreement with the joint-stock company "National Managing Holding "Baiterek";
monitoring the implementation of basic and additional credit conditions;
control and monitoring of the targeted and effective use, repayment and servicing of the budget loan.
To the Joint-Stock Company "National Managing Holding "Baiterek" (by agreement) quarterly, no later than the 10th day of the month following the reporting period, to submit information on loan disbursement to the Ministry of Finance, Industry and Infrastructure Development of the Republic of Kazakhstan.
The Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan is responsible for monitoring the implementation of this resolution.
This resolution shall enter into force from the date of its signing.

The main conditions of budget lending to the joint-stock company "National Managing Holding "Baiterek" with subsequent lending to the joint-stock company "DBK-Leasing" through the joint-stock company "Development Bank of Kazakhstan" for the leasing of buses
To provide credit joint stock company "national managing holding "Baiterek" (hereinafter – the borrower) establishes the following basic conditions:
the loan is in the amount of 10000000000 (ten billion) tenge, under the Law of the Republic of Kazakhstan of December 4, 2019 "on the Republican budget for 2020 - 2022" according to the budget program 218 Lending JSC "national managing holding "Baiterek" subsequent loans "DBK-Leasing" JSC "Development Bank of Kazakhstan" on the implementation of leasing buses;
the loan is provided to the borrower in tenge on terms of urgency, payment and repayment for a period of 15 (fifteen) years at an interest rate equal to 0.1% per annum;
the allocation of the loan from the republican budget is carried out by a one-time transfer of the entire loan amount to the borrower's account;
the development period is 2 (two) years from the date of transfer of the loan to the borrower's account;
the accrued interest on the loan is paid 2 (two) times a year in semi-annual payments;
repayment of the principal debt on the loan is carried out by the borrower in equal shares from 2025 after the expiration of the grace period, which is 5 (five) years;
the purpose of the budget loan is the subsequent lending by the borrower to the joint-stock company "Development Bank of Kazakhstan" with an interest rate of 0.15% per annum, for subsequent lending to the joint-stock company "DBK-Leasing" with an interest rate of 0.2% per annum for a period of 15 (fifteen) years for leasing buses.
Additional conditions for the provision, repayment and servicing of loans are established in credit agreements in accordance with the budget legislation of the Republic of Kazakhstan.
