A guarantee obligation (end-user certificate) is issued to the importer if the legislation of the exporting country provides for the submission of such a document.
Warranty obligation (end-user certificate)It is a confirmation that the relevant state authorities have been informed about the delivery of products subject to export control to the country, and further control over its use and movement will be carried out in accordance with international obligations and national legislation of the Republic of Kazakhstan.
The importer and the final consumer are responsible for the violation of their obligations in accordance with the legislation of the Republic of Kazakhstan.
The importer is responsible for the delivery of the purchased goods to the end consumer, in turn, the end consumer is obliged to use the goods only for the stated purposes, and transfer it to third parties in the country and re-export from the Republic of Kazakhstan only with the permission of the authorized body in the field of export control - the Committee for Industrial Development and Industrial Safety of the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan.
The procedure for submitting and reviewing an application for a permit is established by Appendix 10 to the Order of the Minister for Investment and Development of the Republic of Kazakhstan dated April 30, 2015 No. 563 "On approval of standards of public services in the field of industry and export control".
Acceptance of the application and issuance of the result of the provision of public services is carried out through:
1) e-government web portal www.egov .kz, www.elicense.kz;
2) non-profit joint stock Company State Corporation "Government for Citizens".
