Issuance of an act of state control when importing precious metals (with the exception of products made from them), scrap and waste of precious metals into the territory of the Republic of Kazakhstan from countries outside the Eurasian Economic Union, the export of which is carried out on the basis of a license (without a license)

State control of precious metals and raw materials containing precious metals is an administrative procedure that is carried out for the implementation of state control of precious metals and raw materials containing precious metals.
State control and valuation of precious metals imported from the territory of the Republic of Kazakhstan to countries outside the Eurasian Economic Union (with the exception of products made from them), scrap and waste of precious metals, the export of which is carried out on the basis of a license (without a license) is carried out on the basis of The act of state control issued by the Committee for Industrial Development and Industrial Safety of the Ministry of Investment and Development of the Republic of Kazakhstan.
The rules for issuing the Act of State Control were approved by the Decree of the Government of the Republic of Kazakhstan dated July 22, 2016 No. 422 "On approval of the Rules for importation into the territory of the Republic of Kazakhstan from countries outside the Eurasian Economic Union and export from the territory of the Republic of Kazakhstan to these countries of precious metals and raw materials containing precious metals, and recognition of some decisions of the Government of the Republic of Kazakhstan as invalid".
The procedure for submitting and reviewing an application for an Act of State Control is established by Appendix 5 to the Order of the Minister for Investment and Development of the Republic of Kazakhstan dated April 30, 2015 No. 564 "On approval of standards of state services in the field of mining and metallurgical industry".
Acceptance of the application and issuance of the result of the provision of public services is carried out through the e-government web portal www.egov.kz , www.elicense.kz .
The term of rendering the state service: from the moment of delivery of the package of documents to the portal – 3 (three) working days.
The service provider checks the completeness of the submitted documents within 2 (two) business days from the date of receipt of the documents of the service recipient. If the fact of incompleteness of the submitted documents and (or) expired documents is established, the service provider refuses to accept the application.
The list of documents required for the provision of public services to the service recipient on the portal:
request in the form of an electronic document certified by the service recipient's EDS;
a copy of a foreign trade agreement (contract), an appendix and (or) an addendum to it, and in the absence of a foreign trade agreement (contract) - an electronic copy of another document confirming the intentions of the parties;
specification for goods containing precious metals, indicating the full range of goods, quantity and weight;
a copy of the document on the content of precious metals in the product, with the exception of jewelry and products of gold and silversmiths, other products and their parts;
a copy of the special registration document.
