On measures taken to improve the environmental situation in the oblast and tasks for the current period

On October 27, 2017 an extended meeting on the topic: "On measures taken to improve the environmental situation in the oblast and tasks for the current period" was held in the Department of Ecology of the Aktyubinsk oblast.  

The meeting was attended by:

Representatives of the public organizations: Aarhus Center of Aktobe - (Tukenov. N.); Aktyubinsk office of the Republican public association "Environmental Alliance" Baitak Bolashak "- (Myrzabay B.); Public organization "Generation-M" - (Boshkova E.); The socio-ecological public association "Taza Meken" - (Loginov S.).

Journalists of the TV companies: Rika TV, Kazakhstan-Aktobe, newspapers: Aksyubinskiy Vestnik - Sisekenova Zh. and Aktobe - Raushanov H..

Representatives of Akbulak JSC, AZHS JSC, construction companies - Stroydetal LLP, Ecoton Batys LLP, Nektar LLP, Vibro Master Kazakhstan LLP and ZhBI-25 LLP were also invited.

The head of the Department of Control and Inspection Service of the Department, Nagimov M. spoke about violations detected by the Department of Ecology during the unscheduled inspections of 12 verified construction enterprises.

In particular, he noted the following:

  • Ø There is no record of the movement of industrial and household wastes, no submitted reports on the waste inventory: Ecoton Batys LLP, Nektar PC, StroyBetonIndustry LLP, Mega Group Aktobe LLP, ZhBI-25 LLP, Nagyz Beton LLP and Asphalt LLP.
  • Ø Carried out their activities without emission permit: Ecoton Batys LLP, StroyBetonIndustry LLP and Mega Group Aktobe. Excessive emissions were allowed: Asphalt LLP, Aktobe GorDorStroy LLP, Nagyz Beton LLP and Stroydetal LLP.
  • Ø Do not provide reports on environmental measures: Asphalt LLP, ABZ-Dorstroy LLP, Mega Group Aktobe LLP and ZhBI-25 LLP.
  • Ø Do not control the smoke opacity and toxicity of exhaust gases from vehicles and special equipment: Ecoton Batys LLP, StroyBetonIndustry LLP, Khromtau brick factory LLP and Aktobe GordorStroy LLP.

 

According to the revealed violations, business entities were held administratively liable by imposing 34 fines for the amount of 3,086 million tenge and submitting 8 claims for damage to the environment for the amount of 2,073 million tenge. They were all given orders to eliminate the violations.

About the measures taken by Akbulak JSC, within the implementation of the "Action plan to improve the environmental situation in the Aktyubinsk oblast for the period of 2015-2017", reported the head of the PTO – Akhmetov T. In particular, he informed that the construction of a drainage station for receiving sewage from the private housing in the Kirpichny settlement was completed. And the construction of 2 drainage stations in the city's industrial zone and at the 41st passing place are on the completion stage.

The issues of the delivery, in the first half of November of this year, of the "Wet Barrier" equipment on WWTP and carbon filter on the SPS were resolved.

Means have been found for the purchase of 2 well-type filters, which are planned to be installed in the district of POSh and on Pozharsky Street.

In the near future, in order to neutralize the smell of small individual emissions, Akbulak JSC planned the purchase of 12 coal filters with the replacement of the ventilation system for the 12 most polluted SPS.

Akbulak JSC is actively working on the systematization of drainage by sewage machines.

Analyzing the violations identified by inspections, the veteran of the environmental service of the oblast Bekmukhambetov Zh, emphasized that the company's environmental services held a passive role by withdrawing from their direct authority, which ultimately are a direct consequence of non-compliance with environmental requirements. He pointed to the need to raise responsibility and the role of environmental services in enterprises. Because, for today, according to the legislation of the Republic of Kazakhstan, the control of the enterprises negative impact on the environment bases mainly on self-control (EMP).

He also noted the need to strengthen the interaction of state bodies with NGOs in matters of monitoring the environmental conditions. Only by raising the ecological culture of the population we can improve environmental situation.

Acting head of the Department of Ecology Kozhikov E.S. in his final speech emphasized:

  • Ø Due to the purposeful work of the Department with the business entities of the oblast, it was possible to reduce the target of the normative volume of emissions from 458 thousand tons (MPE) to 351 thousand tons.

For each enterprise, the Department of Ecology will regulate annual allowable emissions into the atmosphere, bringing them to real numbers, it cannot be considered normal when enterprises take a limit and use it by no more than 60%. Work in this area will continue.

  • Ø The priority and undelayed measures that faced the Department of Ecology and NGOs of the oblast are the intensification of activation in formation of the population ecological world outlook aimed at solicitous attitude to the environment.
  • Ø The Department of Ecology will provide comprehensive support to the Public Associations for control over the introduction of renewable energy technologies and automation of technological processes in order to reduce the level of environmental pollution in the oblast.
