📍THOSE GUILTY OF POLLUTING THE KALZHYR RIVER ARE PUNISHED
As part of the execution of the order of the Head of State K. Tokayev, the Department of Ecology for the East Kazakhstan region conducted an inspection on the fact of contamination of the Kalzhyr River in the Kurchum district.
In May of this year, during the raid activities at the site "Shandybulak" of the Akbulak rural district, the Kurchum police department revealed the fact of unauthorized gold mining without permits by an individual entrepreneur Sergey Khvan.
On September 6, based on the received video about the pollution of the Kalzhyr River, a visit was carried out to this place with the participation of employees of the Department of Ecology, Environmental Police, Basin Inspection and other state bodies.
As it was established, the day before, representatives of IP Khvan S.A., in pursuance of a court order, demolished illegally erected dams and ponds in the channel and floodplain parts of the Kalzhyr River, as well as the Shandybulak stream, as a result of which fine sandy sandy loam, having got into the main channel of the Kalzhyr River, polluted its significant area. Turbid, dirty water with silt sediments, spreading down the river for a considerable distance, led to contamination with suspended solids up to 53.3 mg/m3.
In order to prevent further pollution of the Kalzhyr River, inspectors of the Ecology Department suspended work on the reclamation of illegal constructions. It was proposed to develop project documentation for the safe conduct of these works.
To date, according to the test protocols of natural waters, the content of pollutants in the affected reservoir does not exceed the maximum permissible concentrations. Surface water quality has been restored.
For illegal work on the search for gold-bearing ore, failure to comply with a court decision on the demolition of unauthorized buildings, as well as for unauthorized construction of facilities without environmental expertise, by the resolution of the district court No. 2 of the Kurchum district and the Department of Ecology of the East Kazakhstan Region, fines totaling more than half a million tenge were imposed on entrepreneurs, licenses for prospecting were revoked.
In addition, in order to eliminate the consequences of offenses, IP Hwang approved a remediation program, according to which, by November of this year, it is necessary to carry out priority measures to restore the hydrological regime of the Kalzhyr River and the mountain landscape.
Currently, the Akimat of the region is working on the issue of compiling an enlarged estimate for the restoration of natural components, depending on the amount of which the police authorities will consider bringing the perpetrators to criminal responsibility under Articles 324, 328, 333 and 334 of the Criminal Code of the Republic of Kazakhstan.
In addition, in order to prevent such violations in the future, representatives of state bodies organized a meeting with local activists, as a result of which it was decided to oblige violators to develop projects for the reclamation of quarries (including cleaning the bottom from silt sediment in a safe way), as well as to strengthen public control over the activities of subsoil users.
