At the end of April, a meeting with the National Company of JSC "KazMunayGas" was held online, which was broadcast live on the page of the Committee for Environmental Regulation and Control of the MEGPR on the social network Facebook. Representatives of JSC NC "KazMunayGas" and heads of Environmental Departments took part in the meeting under the chairmanship of the Committee's management. A new platform for discussing problematic environmental issues and the prospects of large polluting companies was initiated directly by the Ecology Committee, in order to actively support the national project "Zhasyl Kazakhstan", the main focus of which is to reduce the volume of air pollution.
JSC "National Company" KazMunayGas "(KMG), founded in 2002, represents the interests of Kazakhstan in the oil and gas industry of the country. The company is engaged in oil refining, exploration and production, as well as transportation and marketing of oil and gas.
Now the company is experiencing a decrease in gas combustion and, accordingly, emissions, and in recent years there has been a significant greening of enterprises. For example, compared to 2017, in 2020, the flaring of crude gas decreased significantly - from 315 million m3 to 57 million cubic meters.
At the same time, the enterprises of JSC NC "KMG" in Mangystau, Atyrau, Aktobe and Kyzylorda regions recorded an increase in the limit of emissions of emissions.
Systematic flaring of gas associated with the failure of technological equipment, insufficient recycled water supply, irrational use of water, excessive limits on the disposal of industrial waste and waste water discharges compared to the actual ones – these are a number of problems that were mentioned during the online meeting.
This is observed at enterprises such as Embamunaigas JSC, Atyrau Oil Refinery LLP and other large enterprises of nature users.
The director of the Department of Labor Protection and Environment of JSC NC "KazMunayGas" noted in his report that 2021 will be a year dedicated to the environment, as well as to solving such important issues as waste disposal and water resources protection. He also explained that a program will be developed to save energy and resources, as well as to reduce emissions into the atmosphere.
Now the oil company has already begun to develop a low-carbon Development Program, which will include the development of measures and specific projects to reduce greenhouse gas emissions.
During the meeting, it was also noted that in Shymkent, the company "PKI", in comparison with the enterprises "PNKHZ" in Pavlodar and "ANPZ" in Atyrau, not enough funds are allocated for environmental protection measures, although there are complaints from the population. Poorly organized and automated monitoring. It was recommended to minimize the number of unorganized sources of pollution. In addition, many other problems that require special attention were voiced for the enterprise in Shymkent.
Following the meeting, the Chairman of the Committee, Zulfukhar Zholdasov, noted that the initiative of such meetings is aimed primarily at helping companies and jointly solving such pressing problems as the need to take additional measures to curb the volume of unavoidable waste incineration of enterprises, landscaping issues, not only in sanitary zones, but also in settlements. In addition, great attention should be paid to the effectiveness of environmental measures aimed at reducing the impact of emissions on the environment.
The Committee recommended that JSC NC "KazMunayGas" work out the issue of increasing the turnover of water supply, provide clear figures on waste disposal at all enterprises, despite the positive dynamics in this direction, as well as hold more meetings with the population and actively work with the public.
A new meeting with the company's representatives is scheduled in a month. The management of JSC NC "KazMunayGas" promised to provide at the next meeting a strategy for reducing emissions, as well as solving all the listed issues and problems voiced by the regional environmental Departments during the working online event. Thus, the meeting with representatives of the largest oil companies in Kazakhstan allowed us to determine the initial algorithm for further joint actions to reduce environmental pollution.
