Pollution and punishment

In March of this year, an unscheduled inspection of this enterprise was carried out on the fact of an emergency salvo release of pollutants in the converter shop of JSC "Arcelor Mittal Temirtau". Recall that at the end of February, a video with pink smoke coming from the plant appeared in social networks, and the Department of Ecology of the Karaganda region recorded a serious excess of the permissible emission standards of pollutants into the atmosphere.
So, during the survey, the inspection commission of the Department of Ecology of the Karaganda region found out that the enterprise of JSC "Arcelor Mittal Temirtau" violated the rules of operation of the system for capturing and cleaning waste gases. During the audit, it was proved that this violation occurred due to the unsatisfactory condition of the technological equipment. In this regard, converter No. 2 is stopped for major repairs until May of this year.
It is important to note that a thorough inspection of the plant was carried out in eight workshops of the plant. Violations and exceeding of various standards were detected in seven of them: steam power, sheet rolling No. 2, sinter, coke, as well as in lime kiln shops, oxygen converter and coal preparation.
All of the above facts and improper implementation of environmental requirements led to a violation of paragraph 3 of Article 69 of the Environmental Code of the Republic of Kazakhstan, which states that "Nature users are obliged to comply with the conditions specified in the permit for emission into the environment, and are responsible for their non-compliance in accordance with the laws of the Republic of Kazakhstan".
To date, following the results of the inspection, a fine has been imposed on the company "Arcelor Mittal Temirtau". In addition, the company was sent an Order for compensation for damage, the amount of which is approximately* more than 1 billion tenge (*- currently, work is still being carried out to calculate the damage assessment).
It is important to note that the suspension of the activities of the workshops of JSC "ArcelorMittal Temirtau" until the violations found are eliminated will lead to the suspension of all production, since the cycle of the enterprise is closed and cannot function without any workshop. Recall that the vice-president of the enterprise Vijay Goyal, has already promised to reduce emissions by at least 30 percent in the next four years, to ensure their automation and to plant 500 thousand trees in the city of Temirtau within three years.
