Complaints of residents of Semey were confirmed – the results of inspections showed gross violations of the operation of the CHPP
Responding to negative statements, comments and complaints of residents of Semey in the Network about the "black snow" and emissions from the chimneys of the objects of the State Enterprise "Teplokommunenergo", employees of the Department of Ecology for East Kazakhstan region conducted an unscheduled environmental inspection.
According to its results, the arguments of residents about the inefficiency of the electric filters of the CHPP were confirmed.
It was established:
At the gas flues of CHPP-1, the excess of the emission standards for inorganic dust was detected by 27 times;

o unsatisfactory technical condition of gas flues;
o fistulas and holes are ubiquitous;
o sampling points on some flues are not equipped with fittings (holes).
ТЭ The CHPP does not have technical documentation on the operation and operation of gas treatment plants, the act of checking the efficiency of the plants, the equipment passport, etc.;
Malfunction of two boilers;

According to preliminary calculations, the amount of damage caused to atmospheric air by excess emissions is more than 61 million tenge.
As a result of the inspection of the CHPP, an order was issued on the development and implementation of technical measures to improve the efficiency of the electric filters.
Taking into account all the circumstances and the public outcry, from January 26, a comprehensive environmental inspection will be carried out in relation to all production sites of the State Enterprise "Teplokommunenergo".
These inspections are under the special control of the Committee for Environmental Regulation and Control of the Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan.
Currently, to complete the heating season in a stable mode, the local akimat has carried out repair work. A list of priority measures for the repair company in 2021 for the 2021-2022 heating season has also been compiled, with the condition that the maximum capacity is provided for these 4 boiler houses with preliminary calculations.
