Today in the southern capital, during a meeting of the Chairman of the Committee for environmental regulation and control of the Ministry Zulfukhar Zholdasov with eco-activists and representatives of state agencies and public organizations, issues related to solving environmental problems of the city were discussed.
The event was attended by representatives of JSC "Samruk-Energo", "Kaztransgazaymak", RSE "Kazgidromet", the green economy Almaty, the Department of natural resources and environmental control, region, Committee for regulation of natural monopolies of the Ministry of national economy of the RK, Committee of transport, RK, MEERA, etc.
The Chairman outlined the existing mechanisms for effective improvement of the environmental situation in Almaty, clarifying in detail the picture of all the problematic issues.
Recall that the Roadmap for improving the ecology of the city of Almaty, adopted at the Government level, provides for 20 events. Among them, the transfer of thermal power plants to gas, gasification of the private sector, the transfer of vehicles to natural gas, landscaping, etc.
"50% of residential buildings around Almaty use coal for heating. Therefore, akimats and the Ministry of energy are taking measures to gasify these areas. Due to the impact of the thermal power plant and coal burning by the private sector, in 2019, the city's air emissions amounted to 144 thousand tons. We plan to reduce this figure to 79 thousand tons within 4 years. Thus, Almaty will switch from a high pollution index to an average one, " the head of the Committee said.
In addition, they noted that within the framework of the Road map, it is planned to support socially vulnerable segments of the population in gas supply to homes.
The participants answered the Chairman's questions about the implementation of the Road map and the state of the city's atmosphere in General.
So, today the Ministry of energy together with the company "Samruk-Energo" is considering the issue of financing the project of converting thermal power plants to gas through the energy market.
"The construction schedule directly depends on funding. However, the tariff for external gasification should not be high for the population. To prevent the growth of tariffs, we requested funding from the national and city budgets. Also, switching to natural gas at the CHPP-2 in Almaty will reduce emissions by 83%, i.e. from 37 to 6 thousand tons, " said Serik Tyutebayev, managing Director for production and asset management at Samruk-Energy.
Natalia Livinskaya, head of the city's green economy Department, spoke in detail about the ongoing work to resolve the environmental situation.
"Currently, 250 thousand green spaces are being planted in Almaty, and about 1 million trees will be planted by 2022. The authorized bodies take gardening of the megalopolis seriously - each tree will have mandatory parameters: at least 2 m high and with a healthy root system, " N. Livinskaya emphasized.
According to danara alimbayeva, General Director of RSE "Kazhydromet", 41 sensors for monitoring the state of atmospheric air will be installed in the city in 2021.
In addition, a mobile laboratory will be launched, 10 environmental posts will be upgraded and 9 new ones will be created. There is a gradual transition of vehicles to environmentally friendly fuels.
One of the most effective steps in this direction for local citizens will be the allocation of free Parking spaces with the sign "Parking for electric vehicles".
In General, all activities of the Road map are aimed at improving the air quality of Almaty and strengthening control over its condition.
"We consider it important to inform the public about the progress of its implementation. This is the purpose of our meeting, " the head of the Committee concluded.
