The Committee for environmental regulation and control summed up the results for 9 months of 2020.
Recently, the Committee for environmental regulation and control held a panel with the participation of heads of territorial departments of ecology on the results of activities for 9 months.
This year, the Committee reviewed and reorganized the work of territorial departments. Department quality targets (KPIs) have been defined.
The main ones are: implementation of environmental protection measures by enterprises, reduction of emissions into the environment, solution of environmental problems, adoption of effective measures for greening cities and openness of activities.
One of the KPIs is to work with the public and respond to problems published in social networks. Meetings with the public in 12 regions of the Republic were held in an open online mode, and issues of concern to residents were discussed. As a result, Roadmaps for solving environmental problems were developed, taking into account the opinion of the public. Departments will report to the public on the progress of Road maps implementation on a quarterly basis.
In 9 months, 71 violations published on social networks were responded to and stopped. 94 publications on the measures taken were published. For example, due to publications in social networks, violations of illegal discharge of waste water, placement of waste in the wrong place, and more were revealed.
Through space monitoring, 5,752 of the identified 7632 locations were eliminated. During the raids, together with the Ministry of internal Affairs and volunteers, 218 unauthorized waste disposal sites were eliminated. Also, a hotline is running. To date, it has received about 1,000 requests, and 642 landfills have been eliminated.
In General, during the current period, the environmental Inspectorate revealed 1517 violations, issued 1061 orders, and fined 228 million tenge.
Using regulatory and control functions, as well as concluding Memoranda, the Committee intends to reduce emissions, including such large companies as Kazzinc JSC, ArcelorMittal Temirtau JSC, ERG, NCOC and others.
A lot of work has been done to involve waste in road construction. Thus, 177 million tons were involved in civil construction, 644 million tons of water were used for recycled water supply, emissions were reduced by 55 thousand tons, and waste was reduced by 105 million tons.
The directions of work on suppression of corruption are defined.

To change the format of work and approach to management with the heads of environmental departments, on the second day of the Board, trainings were held on Kaizen-improving and optimizing business processing and management, as well as a strategic session with setting situational tasks for solving environmental problems.
The result of the Board was a meeting of the management of the Committee and departments with the Minister, at which Magzum Maratovich also noted the importance of developing clear KPIs, where the indicator of work should be:
- solving environmental problems;
- reduction of emissions and re-equipment of enterprises;
- openness of activity and response to the messages of the population;
- work with the public and volunteers. Improving environmental culture and public awareness.
