As you know, in November last year, the Governor of the region Gali Iskaliev instructed to create a special working group on road safety. The main goal of this working group is to ensure the safety of the population. As part of the order, a special work plan was approved and a road map was created covering the region and the city of Uralsk. A lot of work has been done to date in accordance with this plan. There are positive results for a number of indicators. Acting head of the police Department of the West Kazakhstan region Zhanbolat Zhanshin reported on the results of work in this direction.
according to the speaker, according to the developed "Road map", a number of operational and preventive measures were carried out this year, such as "Safe road", "pedestrian", "Bus", "law and order" and the action "Reception on the road".
On the eve of the beginning of the school year, we first conducted a comprehensive survey of roads near educational institutions, and took measures to update road signs and markings. 63 models of children were installed near pedestrian crossings, schools and kindergartens, including 33 in Uralsk. As this measure helps to reduce the speed limit and increases the attention of drivers. Together with the Department of housing and communal services, passenger transport and highways of Uralsk, 51 streets were surveyed, which are adjacent to secondary schools and other pre-school institutions, for the presence and condition of functioning technical means of traffic regulation. During the survey, it was found that in the current year, 58 sections have been equipped with additional pedestrian crosswalks, 5 of which are regulated by traffic lights with a call button for pedestrians:№1, №17, №19, №22, №32, №34. In addition, on 38 sites on the approaches to unregulated pedestrian crossings, artificial road irregularities of industrial manufacture are installed, - said zhanshin.
With regard to the quality of roads and their maintenance, 1,144 road surveys were conducted, and 1,100 instructions were issued to road owners to correct deficiencies. 1,350 road signs were installed, 1,675 kilometers of roads were marked with road markings, and 26 traffic lights were installed, including 12 pedestrian ones with call buttons. By the end of this year, it is planned to install the same traffic lights on 30 more sections of the regional center's road network, including 2 transport and 28 pedestrian ones with call buttons.
These measures and a number of other measures have reduced the number of road accidents. Acting head of the police Department of the West Kazakhstan region Zhanbolat Zhanshin noted that for 8 months the number of road accidents decreased by 2.7%, the number of dead by 26.3% and injured by 19.3%.
The basic cause of the accident remains the indiscipline of road users, allowing for speeding (52 accidents or 29.7% of the total accidents, 10 died and 33 were injured); the non-observance of the rules of maneuvering (23 accident or 13.1% of the total number of accidents, 5 killed and 24 wounded); disregard of the rules of journey of intersections (32 accidents or 18.3% of the total, 3 killed and 41 wounded); violation of rules of passing pedestrian crossings (19 accidents, 20 injured); violations of traffic rules by pedestrians (12 MVA, 12 injured).
As part of the implementation of measures to improve road safety, it is planned to install 40 speed meters, 14 intersections with the "Intelligent intersection" system and 200 video surveillance cameras with output to the Central control center, for a total of 870.3 million tenge.
