The new century symbolizes the era of science and knowledge, high technologies and innovations, social and cultural transformations. All this requires an appropriate level of education and new approaches to learning, especially in the context of distance learning. From year to year, the main task is still to improve the quality of education, which today has special requirements. As the Head of state said, today "the education system needs to adapt quickly to new realities". Therefore, the entire pedagogical community throughout the country is discussing new approaches, interesting projects, and creative ideas that could be adopted and used in their work in the new academic year at all levels and areas of education: preschool, secondary and professional.
From 4 to 23 August this year, 24 breakout sessions were held within the framework of the August conference, which was attended by more than 3 thousand teachers of the country, who discussed the features of the new 2020-2021 academic year. As noted by the Governor of the region Gali Iskaliev, who took part in the regional pedagogical conference, the 2019-2020 academic year, despite the difficulties due to the pandemic and the transition to distance learning, was full of events and achievements of our students and teachers. Thus, the methodical office of Chingirlau district was recognized as the winner of the Republican contest "the Best district, city methodical office", and the regional methodological center for education development took the 2nd prize in the Republican competition among regional methodical offices. 35 students of the region became winners of national and international Olympiads and scientific competitions. In the past academic year, more than 5 thousand graduates graduated from the region's schools. Of these, 1778 (41.6% of UNT participants) graduates became holders of educational grants from higher educational institutions, 11-went to Nazarbayev University, 94 - to universities of near and far abroad. It is encouraging that this year all graduates of the regional specialized school-Lyceum-boarding school of information technology for gifted children, school-Lyceum "Saulet" Taskalinsky district, school Lyceum No. 41 of natural-mathematical Sciences of the city of oral, linguistic gymnasium Terektinsky district became owners of educational grants.
A new law "on the status of padagoga" has been adopted, which will make it possible to raise the prestige of the teaching profession and increase benefits for teachers. In accordance with the instruction of the Head of state, Kassym-Jomart Tokayev, it is planned to increase the remuneration of teachers by 2 times within 4 years. Wage increases will be made by 25% annually until 2023, and, accordingly, in 2023, wages will increase twice as compared to 2019. Additional payments are also made to teachers for the updated content of education in the amount of 30% and for pedagogical skills - from 30 to 50% of the official salary. Currently, a teacher working in rural areas, who has the highest qualification category and work experience of more than 25 years, has an average salary of 300 thousand tenge. This year, on behalf of the regional akimat, 100 educational grants were allocated to graduates, of which 50 grants found their owner. Of these, 37 - in medical specialties, 9-in pedagogical and 4 - in theological specialties, - said the Governor of the region.
This year, 12 thousand first-graders will go to school in the region, and the ranks of teachers will be replenished by about 300 young specialists-graduates of the West Kazakhstan University. Makhambet Utemisov, Higher pedagogical College named after him. Jaganshi Dosmukhamedov, teacher training University. The head of the region listed a number of names of teachers who, having about 40 years of experience in the field of education, recently retired due to reaching retirement age. Along with the quality of education, special attention is paid to the infrastructure of educational institutions. Within the framework of state programs, 4.5 billion tenge was allocated this year for capital repairs of 33 educational institutions in the city of Uralsk and all districts of the region. In addition, the region is building 6 new secondary schools for 8 billion tenge. Currently, there are 7 three-shift and 7 emergency schools in the region, which is one of the highest indicators in the country. In order to eliminate the accident rate of schools and three shifts, the state will allocate appropriate funds and solve the issues of 2 emergency schools and 5 three-shift schools at the expense of new schools that are being put into operation this year.
It has become a good tradition to help children from large and low-income families prepare for the new school year. This year, the traditional "Road to school" campaign continues. Last year, the region provided assistance to 18,201 children in the amount of 134 million tenge. – I would also like to note the importance of the task of infrastructure development of the education sector, which is solved not only at the expense of the state, but also with the help of public-private partnership. This academic year, all schools in Uralsk are switching to per capita funding. This opens up opportunities to reduce the burden on the budget, develop a network of private schools, ensure competition and improve the quality of educational services. The essence of the new reform is that now the funding will go to the student. There are also expenses related to capital investments. To date, potential private investors have received land plots for the construction of schools in the regional center. Currently, a 900-seat school is being built in the village of Zachagansk, and it is also planned to build a 500-seat school to replace emergency school No. 31.
