As a result of the meeting, the head of the region instructed to develop a three-year program of electricity supply in the region to stabilize the situation, which will allow to curb tariffs in the future, by increasing the profitability of producers. The Governor of the region also noted the need to consider mechanisms that can make this area attractive for private investment. The region is in full swing preparing social facilities, residential buildings, as well as utilities for the heating season. 758 thousand tons of solid fuel and 20 tons of liquid fuel were imported to provide social facilities. Fuel delivery is on schedule. JSC "Zhaiykteploenergo" is carrying out repairs and reconstruction of heating networks and nodes, 2.6 km of 5.2 km has been repaired, and 16 of the 22 boiler houses are fully ready for operation. Also, the heating networks of social facilities and apartment buildings are being pressed and repaired. Health facilities are 87% ready for the heating season, education facilities are 53% ready, cultural facilities are 64% ready, and apartment buildings are 34% ready. All planned work must be completed by September. Governor of WKO Gali Iskaliev noted that five major projects for the reconstruction of sewer networks are currently being implemented. To date, the reconstruction of the pressure sewer collector d-500 from KNS-29 has been completed. Work is underway on the reconstruction of the bypass pressure sewage collector of the city of Uralsk. III start-up complex within the DKZ, pressure sewer collector D1000 mm on the Saratov highway Uralsk, sewer collector from Sarayshik on Neusypova to KNS2, sewer pumping station 19 A and drainage networks from KNS 19A to the receiving chamber of the CBS. Deputy akim of the region Timorian Shakimov said that the CHP has accumulated large debts to suppliers.

– The debt of JSC "Zhaikteploenergo" to the company "Kaztransgazaimak" is 934 million tenge. To date, the population's debts amount to 422.5 million tenge. For water supply and sanitation, Batys su Arnasy LLP repaired 3.6 km of water supply networks and 146 meters of sewer networks at its own expense. The remaining renovations will be completed before the start of the heating season, said Timorian Shakimov.

Governor of WKO Gali Iskaliev drew attention to the places where repairs are being carried out. The head of the region stressed that the contractor should carry out restoration road works immediately after laying pipes.

In preparation for the heating season, Zapkazrek JSC planned major repairs of power transmission lines with a length of 2.5 thousand km. To date, about 1000 km have already been completed, as well as 134 transformer substations have been repaired, which also accounts for 43% of the total. Accounts receivable of the company is 705 million tenge, accounts payable 792 million tenge. Director of JSC" Zapkazrek " Zhakyl Khairushev said that work is currently underway to dismantle and replace the pillars of light poles, both in the regional center and in the districts of the region. According to him, no more than 5 million tenge has to be spent on repair work in each district, as the company is currently experiencing serious financial difficulties.

A critical situation has also developed at batysenergoresursy LLP, the company suffers serious losses and asks to raise the cost of the tariff. Due to the quarantine, many legal entities did not work, and payments for the increased tariff decreased accordingly. General Director of BER Dina Galimetdenova said that the LLP has large debts to suppliers. About 500 million tenge is owed to JSC " Batys power "and about 540 million tenge to JSC"Zapkaz REC".

– We applied for an increase in the cost of the tariff to the Antimonopoly Committee, held public hearings, but unfortunately the population does not quite perceive the situation correctly, although a lot of explanatory work was done through the media. In General, the population has almost no debts today, 98% of consumers have paid for the used electricity. A great help was provided by the fact that 15,000 tenge was paid to pay for komuuslug to socially vulnerable segments of the population. There is a debt of about 9 million tenge from horticultural associations. There are debts to pay for electricity from budget organizations.

At the end of her speech, Dina Galimetdenova said that the situation with tariffs is critical and the company is suffering serious losses.

Gali Iskaliev noted that the situation with energy consumption is complex and it is necessary to take into account the social well-being of the population.

– If we have categories of people for whom the tariff increase will be a significant expense, it is necessary to consider a mechanism for subsidizing such categories at the expense of the budget, so that these people do not feel the increase in the tariff, – said the Governor of the region.

In relation to JSC "Zhayykteploenergo", the Governor of the region noted that the company's management should continue to work to optimize costs and increase profits. There are large reserves for this. This year, the company's losses have decreased compared to last year, and good work has been done.

– The regional budget finances your projects, changes generators that will bring more revenue. We need to gradually introduce new technologies. We pay about a billion tenge on your debts every year. People calmly perceive this, although it is also the money of the population – - concluded the mayor of WKO.

Summing up the meeting, the head of the region stressed that each subject should be self-sufficient and self-supporting in the future.
