In his Address to the people of Kazakhstan, Head of State Kassym-Jomart Tokayev stressed that it is impossible to build a competitive economy without the development of agriculture. According to the document, it is planned to develop the village in stages and in a comprehensive manner.
In the West Kazakhstan region, special attention is paid to the development of agriculture: subsidies are allocated, agricultural cooperatives are created, but there are still problems. Akim of the region Gali Iskaliyev got acquainted with them in more detail during a working visit to the Terekta and Akzhaik districts.
In the Terekta district, things are not going well with irrigation this year. In the Uzunkol reservoir, with a volume of 85 million cubic meters, there is a reserve of only 20 million cubic meters. The head of the region listened to the proposals of specialists to improve the situation, and discussed with farmers the possibility of creating rural production cooperatives and the advantages that they can give.
There are a total of 11 vegetable-growing farms in the Chagan rural District. The harvest this year was pleased due to precipitation, but due to the intense heat, vegetable growers faced the problem of water shortage.
KH "Mironov N. F.", located in the Chagan rural district, has been engaged in vegetable growing for more than 30 years. Owning 50 hectares of land, the Mironov family grows cucumbers, tomatoes, cabbage, eggplants, carrots, etc. In addition, for the third year now, the farm has been engaged in growing apples, but recently there have been difficulties with the sale of agricultural products in the markets of the regional center, and working with hypermarkets of the region has also not brought benefits.
– Our farm is a family business. To date, it has become problematic to engage in vegetable growing due to the lack of a sales market, since there is no wholesale market in the regional center. Plus, fuel and lubricants, seeds, various pesticides and herbicides, a shortage of labor, etc., have risen in price, and the heat has slightly weakened. There is a problem with illegal trade on Rabochaya Street near the Central Market. Without blocking it, nothing will work, " Vladimir Mironov complains.
This year, vegetables in the district were sown on 970 hectares (370 hectares of potatoes, 420 hectares of vegetables, 180 hectares of melons). KH try not to store their products and sell them until the next season. Thus, resellers also buy vegetables, which affects the cost of the goods. In turn, the governor of the region Gali Iskaliyev drew attention to the possibility of building a vegetable storage by uniting in a rural production cooperative, thanks to which it will be possible to reduce the prices of vegetables.
It should be noted that all farms in this rural district use drip irrigation, but even with such an economical approach to natural resources, there is a shortage of water.
The solution of an important problem was discussed at the Uzynkol reservoir, which is located 45 kilometers from the regional center. It was put into operation in 1982. In 2015, repair work was carried out to strengthen the dam (installation of sandor, laying of a plate, laying of steel pipes). At the moment, the water supply in the reservoir is very small, and there are more than 20 farms wishing to grow vegetables only in this direction. According to preliminary data, only 20 million cubic meters of water are needed for one season. As the chief engineer of "OralVodProekt" LLP Giniyat Kenzhigaliyev noted, the activation of works on pumping water into storage facilities for the purpose of irrigation of agricultural land will increase the area of irrigated land plots and increase the volume of products received for sown agricultural crops.- According to him, it is planned to supply water by artificially raising the water level across the Ural River through the construction of a pumping station that will allow pumping water at a speed of 1.5 cubic meters per second. "Thus, it is possible to provide up to 24 million cubic meters of water per season," said G. Kenzhigaliev.
– Of course, you have raised a very topical issue. Given that this project will take a lot of money, it is necessary to clarify our plans. The restoration of the Uzunkol Canal will also support the Zhaiyk – Shalkar canal, the repair of which has already begun. Therefore, I support the implementation of this project, " G. Iskaliyev stressed.
The health resort "Akzhayyk" is located 45 km from the city of Uralsk, in a picturesque place. The health resort was opened in 1985 on the basis of the Ural Recreation Center and since then has become a favorite holiday destination not only for residents of the West Kazakhstan Region, but also for neighboring regions: Atyrau, Mangystau, Aktobe regions, as well as from nearby Russian regions. The main thing that attracts vacationers is treatment with chloride-magnesium-sodium mineral water, the source of which was discovered on the territory of the sanatorium. Healing water contains biologically active components such as bromine, silicon, iodine and fluorine. It is applicable both for drinking treatment and for balneological procedures.
According to the director of the institution, Albert Safullin, today 3 doctors, 12 secondary medical workers and 50 service personnel work in a 5-storey building designed for 160 places. In the fall of 2019, construction of a separate building with a swimming pool began here at the expense of the trade union. However, due to the reduction in the number of tourists due to the pandemic, only 30% of the work has been completed today.
- A foundation, a swimming pool and a cast-iron shield are installed. The total cost of the project is 100.0 million tenge. According to the contractor, all the work will be completed this year – " A. Safullin said.
In turn, Gali Iskaliyev noted that if the construction work is not completed within the specified time, the project will be curtailed.
Then the governor of the region got acquainted with the reconstruction of 3 main channels with a total length of 185.6 km, which are carried out for water supply of the left bank of the Ural River. The total cost of the project is 4.2 billion tenge. It should be noted that in 2021, 1,029,478 million tenge was allocated under the "Road Map". As part of the project, it is planned to reconstruct the Zhaiyk-Shalkar canal with water intake from the Ural River in the Terekta district, the Solyanka – Aznabai – Taipak canal and the Aznabai – Taipak irrigation system of the Akzhaik district. The implementation period is 2021-2022. The contractor is JSC "Pavlodar River Port".
– During the reconstruction of the Zhaiyk-Shalkar Canal, there were problems with the geodetic part of the project. We invited a design engineer and a surveyor of Sintez LLP from Shymkent. In this regard, the main work has not been started. The first 2 kilometers go according to the project, and the next 20 km do not coincide with the project data. The slope contour is incorrectly calculated, which can lead to water spilling into the steppe. To do this, we have to change the route of the river, but we will meet the specified deadlines – " said Berik Kozdigarin, Construction Director of Pavlodar River Port JSC.
The peasant farm "Mura", founded in 2018 by Mirlan Batyrgaliyev, is engaged in animal husbandry and poultry farming on an area of 1010 hectares. To date, there are 3 tractors, 121 heads (including 58 heads of breeding stock) of cattle, 89 heads of horses, 4000 meat birds in the farm. The products are sold in large retail outlets of the regional center. Also on the territory of the farm there is a mini-workshop for the production of building materials (boards).
– We get the necessary raw materials in the Akzhaik forestry. The product is in great demand. This year, the SEC was formed and the villagers were employed – " M. Batyrgaliyev said.
The construction of roads with asphalt pavement is certainly an aid for the development of rural areas. Unfortunately, most rural roads in our region are in a deplorable state, but this problem is also being solved. A vivid example of this is the repair of the road by the Barbastau – Akzhaik – Inder communication. The contractor is Uniserv LLP.
– The total length of the road is 50 kilometers. The contract amount is 5.9 billion tenge for a period of 3 years. In 2021, it is planned to repair 15 km, crushed-mastic asphalt concrete is used. This year we plan to master 1.6 billion tenge. There are no problems, about 30 pieces of equipment and more than 50 people work, "said Dauren Yergaliev, Director of Uniserv LLP.
Repair work on the object began on May 27 of this year, currently 7.3 km of a bypass road has been built, 2.6 km of the main road layer is made of gravel – sand mixture.
– This road unites two districts and will simplify the life of over 35 thousand citizens. They have been waiting for this for many years, so a high-quality repair and completion of work on time is one of the most important tasks for you. Local residents believe, so you are obliged to justify their trust – - said G. Iskaliyev.
After completing a working visit to the Terekta district, the governor of the region visited the Akzhaiksky district, where he first got acquainted with the work of the Ihsan farm. This farm has been breeding a tribal Kazakh white-headed breed since 2017. In 2019, 53 heads of breeding stock were purchased in Russia, in 2020, the farm received a subsidy of 1 million 600 thousand tenge for development.
- KH has been working since 2009 and is engaged in animal husbandry. The total land area is 3011 hectares, which contain 300 heads of cattle, 160 heads of cattle and 150 heads of horses. We do not protect the territory of the farm so that the villagers can graze their cattle, but the main problem today is the lack of water, "said the head of the Ihsan farm, Dauren Ihsanov.
It should be noted that Dauren Ihsanov is one of the few entrepreneurs who is fully and completely aware of social responsibility. Thus, within the framework of the "Rukhani Zhangyru" program, they were provided with financial assistance in the improvement of the park in the village of Karauyltobe. In addition, every year on the holiday of Kurban Ait, he makes a sacrifice and distributes meat to poor and large families, built a mosque in the village, opened a hall of Kazakh wrestling.
As the Head of State Kassym-Jomart Tokayev noted, high-quality medical services in full should be available to all citizens regardless of their place of residence. However, residents of the village of Bazartobe, Akzhaiksky district, have been waiting for a long time for the moment when a new outpatient clinic will open in their village. The old one was built in 1965 from adobe and today the percentage of wear of the building is 70%. In 2005, the current repair was carried out, but the heating system is in an emergency condition, the water supply is not supplied, and the sewerage does not work at all.
- In total, 6 people work here, they are provided with transport. Due to the fact that the building is outdated, in summer the roof leaks during the rains, in winter it is very cold, the outer skin falls. In the rural district, 48% of citizens are vaccinated – - said the doctor Almagul Akhmetova.
According to preliminary data, the cost of the project for the construction of a modular outpatient clinic in the village of Bazartobe will amount to more than 171 million tenge.
In addition, the building of a two – storey secondary school for 480 places (total area-3400 sq.m), built in 1976, is in a deplorable state in the village. Today there are 170 children studying here.
– The school has not seen major repairs for almost 45 years. The roof and walls are leaking and require repair, the assembly hall has not been used for 15 years. Also, during winter frosts, the internal temperature at the school does not rise above +12°C due to the cold wind blowing under the windows and the wear of the heating system, the sewer systems need complete repair, " said the school director Nurlybek Zidenov.
By the way, the design and estimate documentation for the overhaul of the building of the educational institution is being prepared and is undergoing state expertise. The cost of the project will be determined after the examination.
