Land – for its intended purpose

Land – for its intended purpose

The regional akimat held a meeting on the targeted use of land plots by tenants with the participation of the akim of the region Gali Iskaliyev. The meeting was attended by specialists of the regional department of land relations, akims of districts.

Gali Iskaliyev stressed that the issue of rational use of land resources is one of the most urgent today.

- Currently, local executive bodies have revealed that the area of unused agricultural land is 416 thousand hectares, including 115 thousand hectares of deposits, 274 thousand hectares of pastures – - Gali Iskaliyev said. – In order to involve these land plots in circulation, it is necessary to continue explanatory work with land users in order to develop land plots, or voluntarily return to state ownership, as well as work on filling out protocols and publishing lists of land users on the official websites of local executive bodies.

As the head of the regional department Murat Umraleev noted in his report, the area of pasture lands in the region is 10 million 161 thousand hectares, of which 5 million 710 thousand hectares are provided to agricultural formations, 2 million 165 thousand hectares are on the lands of settlements, and 2 million 261 thousand hectares are on reserve lands.

– For 2019-2021, 1 million 154 thousand hectares of unused agricultural land were identified in the region, 150 thousand hectares of them were returned to state ownership as a result of the work carried out by local executive bodies, and land users also started developing their land plots on an area of 588 thousand hectares, – the speaker stressed.

In the region in 2019-2020, in order to increase the base tax rate for unused land by 10 times, materials on 139 land plots with an area of 171 thousand hectares were sent to the tax authorities. At the same time, it should be noted that from January 1, 2022, the basic tax rate on unused land will increase 20-fold.

– A number of amendments to the land legislation were made this year, - Murat Umraleev said. – According to the amendments, foreigners, stateless persons, foreign legal entities, legal entities of the Republic of Kazakhstan with foreign participation, international organizations, scientific centers with international participation, as well as kandases cannot own agricultural land plots on the right of private ownership or land use.

As it became known during the meeting, in order to involve agricultural land in the turnover, 34 competitions are planned for the region this year, 25 of them have been held to date, as a result of which 207 land plots with an area of 189 thousand hectares have been provided. Also, the akimats of the districts this year plan to hold 9 competitions for the provision of 215 land plots with an area of 141 thousand hectares.

Governor of the region Gali Iskaliyev, summing up the meeting, noted that as a result of competitive procedures aimed at ensuring openness in the provision of agricultural land, 1 million 124 thousand hectares of agricultural land have been provided in the region since 2019.

- Many of those who have received land for rent, keep the land for future use, without working on it, although the land is a source of income for our population, – said the governor of the region. - In this direction, local executive and authorized bodies will continue to work on identifying unused lands and re-involving them in agricultural turnover. If the land is not developed, we will return it to the state or ensure its development. We will continue to publish the names of unscrupulous tenants. But, first of all, the mayors of the districts should delve into the problems of tenants, help with the supply of water or with the purchase of equipment. After all, our task is to increase the income of the population. If this does not help, we will give it to those people who will take a more responsible attitude to the use of the land. In this regard, the tender commission should ensure that the tenants invest in the first three years not only on paper, but in fact. All data on land development must be recorded. I instruct the akims of the districts to take measures to provide each settlement with pastures.
