The question is that the operator itself-the regional branch of KazTransGas Aimak JSC-is not ready to take over the emergency networks. The management of the enterprise declares that the current tariff will not cover the costs of putting them in order. In addition, gas companies already have pipelines half a century old, where emergencies occur up to 76 times a month.
Problematic issues in terms of providing the population of the West Kazakhstan Region with uninterrupted supplies of natural gas by the regional branch of JSC "KazTransGas Aimak" were revealed during a meeting in the akimat of the region. Akim of WKO Gali Iskaliyev gathered the management of regional branches of national companies to discuss with them the results of their activities for 2020 and learn about the plans of the nayopervators at the moment.
The director of the West Kazakhstan Production branch of KazTransGas Aimak JSC, Dulat Borashev, reported to the governor that the length of gas pipelines operated by the enterprise in the region is 8,200 km, of which 1,967 km are owned by local executive bodies.
At the beginning of 2021, the branch of KazTransGas Aimak JSC in the West Kazakhstan Region provides natural gas to 186,602 subscribers, including the population-181,290 apartments and houses, municipal consumers-5,310 units, industrial enterprises-2 units.
Today, according to Borashev, 98.6% of settlements in the region are covered by gasification.
Over the past year, the branch sold more than 1.1 billion rubles to its customers. cubic meters of natural gas.
"There are no deviations in the tax obligations to the budget, we pay everything on time," Borashev said. - For 2020, in total, we transferred 308 million tenge in the form of taxes. According to the investment program, 12.9 kilometers of the underground steel gas pipeline "Berezino-Kaztalovka" were replaced with a polyethylene underground gas pipeline for the year. This will allow us to reduce the risk of accidents, prevent gas losses and extend the life of the gas pipeline. We have built a new gas pipeline made of polyethylene with a length of 6.3 kilometers "Rostoshi-Taipak" , and also replaced 70 cabinets of gas control points in all districts and Uralsk.
The branch plans to replace 5.3 km of the Rostoshi-Taipak steel gas pipeline and 3.1 km of the Berezino - Kaztalovka gas pipeline with polyethylene in 2021. The first one was transferred to the balance sheet of KazTransGas Aimak JSC in 2014, its length is 349 km. It covers 3 large districts - Akzhayyk, Terektinsky, Baiterek, provides gas to 55 settlements. The pipeline has been in operation for more than 50 years. It has a high degree of wear and tear, and in some places the insulation has completely peeled off. For 6 years of operation, emergency crews went to the Rostoshi-Taipak more than 5,500 times. In the pipes here there are periodically ice blockages, since the gas pipeline was previously operated as a water pipe and there are remnants of water in it, in some places the pipes were "eaten" by corrosion.
Borashev stressed that all accidents occur in winter and are accompanied by short-term gas outages in some localities - as a result, 2,368 household consumers and 123 municipal enterprises were periodically left without heating.
The issue that the Rostoshi-Taipak gas pipeline is in disrepair and its operation is unsafe, the management of KazTransGas Aimak has repeatedly raised at the level of the Ministry of Energy of the Republic of Kazakhstan, but the issue of financing the construction of a new gas pipeline has not yet been resolved.
Borashev stressed that the replacement of the emergency networks of the gas pipeline depends on the tariff, which in 2021 remained the same as in 2020. Their investment projects are limited by the existing tariff. Therefore, as the speaker noted, due to insufficient funds, they were able to replace 23 km of the Rostoshi-Taipak gas pipeline on their own in a few years, instead of the planned 35 km.
Currently, the State Institution "Department of Energy and Housing and Communal Services of the West Kazakhstan Region" is preparing to transfer a network of gas pipelines built at the expense of budget funds from the municipal to the republican ownership. Among them is the aboveground high-pressure steel gas pipeline "Zhusandyoy-Khankol-Koskol-Egindykol" with a length of 62 km, in the Karatobinsky district. The gas pipeline has been in operation since 2015. And now large sections of these gas networks are in a state of disrepair, every year the specialists of" KazTransGas Aimak " identify dozens of cases of gas leaks - as a result of the rupture of welds at the joints of steel pipes. In May 2019, they repaired 264 welded joints where defects were found, and replaced 47 gas pipeline supports. Since the beginning of this year, they have discovered the destruction of another 35 welded joints, which threatens the risk of explosion and fire on the gas pipeline.
To carry out repair work, it is necessary to disconnect the gas pipeline, 3 settlements of the Karatobinsky district and 5 settlements of the Chingirlau district will remain temporarily without gas.
- We want to draw the attention of the regional akimat to this problem and eliminate all the identified defects before transferring our gas pipelines to the balance sheet of our enterprise, because our budget does not include funds for such types of work, - concluded Dulat Borashev.
The head of the Department of Energy and Housing and Communal Services Askar Gabidullin told the audience that a commission has been established in the department headed by him, which deals with the issues of bringing the Zhusandyoy-Khankol-Koskol-Egindykol gas pipeline in order for its subsequent transfer to the principal.
- All gas networks in the region must have a master. KazTransGazAimak is a specialized company that can manage these networks. Now we need to take control of all the objects that we want to transfer to the balance sheet of the enterprise. The population should not experience problems with gas, all gas pipelines need to be repaired, - the governor of the region Gali Iskaliyev summed up.
He also set a task for the gas supply organization - even with limited funding, to develop a set of measures for the Rostoshi-Taipak gas pipeline to reduce accidents and ensure uninterrupted gas supply to the regions next winter.
- Today, the cost of connecting to the gas pipeline networks in the region is quite high. The villagers make projects at their own expense, pay for installation work, buy equipment, meters. As a result, access to natural gas and heat costs them 300-400 thousand tenge. For residents of the region-this is a lot of money, because of which some families can not connect to the supplied gas. In addition, we have villages where intra-village networks are carried out at the expense of contractors. In this regard, to connect to the network in this rural area, you must obtain a permit from the owner, for which you must pay 150-200 thousand tenge. In such cases, the cost of connecting to gas exceeds 500 thousand tenge. This is a very difficult question. What work is being done by you to reduce the cost of connecting gas? - Gali Iskaliyev asked the head of the KazTransGazAimak branch a question.
In response, he said that the company has no influence on the situation, all prices for goods and installation work during the gasification of villages are dictated by the market.
At the end of the conversation, the governor of the West Kazakhstan Region recommended that the new head of the regional branch of KazTransGas Aimak take control of the issue of issuing permits for construction and installation works from main pipelines to settlements and not lobby the interests of certain companies, but create conditions for open and fair competition.
