The deterioration of power grids in the West Kazakhstan region is over 80%

The Head of State, K. K. Tokayev, criticized the state of electricity supply in the region at an expanded meeting of the Government. He drew attention to the fact that 80% of the power grids in the West Kazakhstan Region are worn out, as a result of which accidents often occur, noting that these problems need to be solved.

Under the chairmanship of the Governor of the West Kazakhstan region Gali Iskaliyev, a meeting was held with the participation of the management of JSC "West Kazakhstan REC", heads of district and city power plants, district akims, veterans of the energy sector, where the modernization plan of JSC "West Kazakhstan REC"was presented.

Opening the meeting, the Governor of WKO Gali Iskaliyev noted that the process of legal proceedings with the management company is currently underway and the issue of transferring the company's shares and property to municipal ownership is being resolved.

- The transfer of the electric distribution company to the municipal property will make it possible to carry out the necessary modernization at the expense of the budget, since the networks and equipment are outdated and need to be updated because of this, we have a lot of problems. With strong winds, power lines often break down, which causes discontent and fair comments from the residents of our region. After the transfer to the municipal property, we will know how much money needs to be allocated from the regional budget, how much may need to be requested from the republican budget. To more clearly see the picture with the current state of the networks and the ways to solve their problems, a plan for restoring the power grid was prepared, " Gali Iskaliyev said.

According to the director of JSC "Zap Kaz Rec" Alkhat Abzalilov, the wear of the electric networks of the region remains at the level of 82 %, which negatively affects the reliability, quality of electricity supply to consumers, and also leads to an increase in electric energy losses.

– To solve this issue, the "Plan for the modernization of electric networks of JSC "West Kazakhstan REC" for 2021-2025 " has been developed. The plan provides for a phased modernization, reconstruction of electrical networks with a voltage of 0.4-10 kW, including complete transformer substations of 10/0. 4 kW and the renewal of the fleet of special equipment. According to preliminary estimates, the total amount of capital investments in the project is 22,350. 00 million tenge, including the own funds of JSC" WK REC " depreciation, the cost of major repairs in the tariff - 2,450.00 million tenge. the regional budget - 712.60 million tenge, the republican budget-18,587. 40 million tenge, private investments (Batys Power LLP») they will amount to 600 million tenge.

The implementation of this project will allow to achieve: reducing the physical wear of electric networks of 10-0. 4 kW by 30%, improving the reliability of power supply to consumers, reducing regulatory electricity losses – by 3.5 %, reducing accidents in the upgraded electric networks of 10-0.4 kW by 80%," said Alkhat Abzalilov.

During the presentation, three projects for the construction of new energy facilities under budget and investment programs were also presented, the implementation of which will make it possible to reduce the cost of electricity by delivering it from its own sources, which will make it possible to refuse to purchase electricity from the Russian Federation. This is the construction of the 35 kV "Zhangala-Mashtexai" air line with a length of 36 km, in the amount of 296 million tenge. The second object is the construction of the 110 kV overhead line "Kaztalovka-Zhanibek-Saykhin" and the third object is the construction of the 110 kV overhead line " GTS 200 Beles-the projected Akzhayyk PS with a length of 17 km, in the amount of 613 million tenge.

- The construction of new overhead lines will allow us to abandon the purchase of electricity, which we are currently purchasing for the southern regions at 25-26 tenge from the Russian Federation, without taking into account delivery to the consumer, which is imposed by a large ballast and will lead to a reduction in the tariff of purchased electricity, – said Alkhat Abzalilov.

In turn, the head of the city power grids Sergey Dolya raised the problematic issues of the city power supply.

– In the regional center, there is also a large wear of the power grid, power lines of the 70s and 80s. The city is intensively developing Zachagansk has grown significantly, there will be a new microdistrict Akzhayyk, the north-eastern part of the city. It is necessary to divide the city, since the emergency service does not even have time to respond, where something is disconnected, the dispatcher does not have time to receive calls. The construction department has developed and already passed the expertise of the POI for the construction of a repair and production base in the village. Zachagansk, there are repair shops, its own control room. It is necessary to find funds for the construction of this RPB. A project for the construction of networks in the north-eastern part of the city is also ready, " said Sergey Dolya.

The heads of the district power stations also made their proposals.

Summing up the meeting, Gali Iskaliyev gave a positive assessment of the submitted projects and gave a number of specific instructions for the preparation of financial documents and technical justifications. At the same time, he emphasized that when concluding contracts, it is necessary to give preference to local producers, as well as to go directly to suppliers, bypassing intermediary firms.
