Akim of WKO criticized the maintenance of roads of national importance in the region

Akim of the region Gali Iskaliyev held a meeting on the development of roads of national significance in the WKO in the videoconference mode.

The meeting was held with the participation of the management of the Committee of Highways of the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan, JSC "NC "KazAvtoZhol", a branch of the RSE "National Center for Quality of Road Assets", the regional department of Passenger Transport and Highways, technical and design supervision services and contractors.

As the Chairman of the Management Board of JSC "NC "KazAvtoZhol" Ulan Alipov noted in his report, the length of roads of national significance in the West Kazakhstan region is 1,414 km, of which the share of roads in good and satisfactory condition is 1,327 km or 94%. In 2021, the amount of allocated funding for the region is 20.9 billion tenge, including 20 billion tenge for capital repairs. For medium repairs, 50 million tenge is provided, which will be used to start work on the project "Access to the village of Khan Ordasy" (15 km). Also, 850 million tenge is provided for the maintenance of 1,176 km of roads of national significance.

This year, as part of the allocated funding, it is planned to repair more than 100 km of road, complete work on 4 bridges and install 20 culverts.

- Regarding the plans for reconstruction projects, I note that the state program "Nurly Zhol" provides for the reconstruction of the roads "Atyrau-Uralsk" and "Podstepnoye-Fedorovka-gr. RF" with the transfer to the 1st and 2nd technical category. We are talking about 303 km of the Atyrau – Uralsk highway worth 156 billion tenge and 144 km of the Podstepnoye – Fedorovka – gr.RF highway worth 75 billion tenge, " Alipov said.

To perform maintenance work, the regional branch has 78 units of equipment, including 49 units for winter maintenance. To date, 7 production bases are fully ready and deicing materials have been prepared.

The governor of the region noted the strategic importance of the projects announced in the report, even small in length, such as the"Entrance to the village of Khan Ordasy".

Gali Iskaliyev spoke about the need to use local deposits in the work. This is beneficial for both the state and contractors.

The head of the region criticized the work of contractors for the maintenance of roads and the implementation of control over their activities.

- I am contacted by residents of the region, the inspection services report – all these letters are related to the failure of contractors to fulfill their obligations for the maintenance of roads. In particular, the facilities do not have specialists, equipment, skating rinks, asphalt concrete plants specified in the contract. There is also information that laboratories do not properly check the materials. In the end, such work will disrupt our schedules. In addition, all these assumptions will affect the quality of work, " Gali Iskaliyev said.

According to the head of the region, every year contractors declare the lease of equipment for cleaning roads. However, residents of the region are constantly faced with unpaved roads. Unfair work can cause an accident.

The Governor of the region noted that in respect of contractors who do not fulfill their obligations to date, measures are applied for non-payments in accordance with certain clauses of the contract.

– This is not enough, it is necessary to consider the possibility of introducing fines and measures to terminate the contract with such contractors, - said the governor of the region.
