Opening the meeting, WKO akim Gali Iskaliyev noted that as part of the implementation of the digital Kazakhstan program, a geoportal has been developed in WKO, and today the work on filling this portal with relevant data has been completed. The purpose of creating a geoportal is to provide access to information in the field of land relations and subsoil use for individuals and legal entities, business representatives and automation of public services.

– This portal will allow you to identify unscrupulous entrepreneurs who evade taxes by using land plots not for their intended purpose. For example, the portal shows that the site is allocated for the construction of a residential building, and there is a construction of a trade object. That is, the owner of the land uses it for trading activities, but does not pay taxes. All these facts will be transmitted to the tax service for appropriate measures. All entrepreneurs who conduct such activities will need to register and change the purpose of the land plots. Currently, they conduct their commercial activities illegally. The moratorium does not apply to the verification of illegal business activities, " Gali Iskaliyev said. He also noted that thanks to the new system, it will be possible to respond more quickly to citizens ' appeals. The portal scans the Internet, compares all available sources with data in state databases and displays information.

The head of the Department of land relations Murat Umiraliyev, in turn, announced the results of work on the return of unused land to state ownership.

– In the region in 2109-2020, 922 thousand hectares of unused agricultural land were identified, of which 653 thousand hectares in 2020. Local Executive bodies carried out explanatory work on the intended use of agricultural land, or if it is impossible to use it, voluntary return to state ownership. As a result, 134 thousand hectares or 15% were returned to state ownership, and land users on the area of 486 thousand hectares or 53% began to develop land plots. Cases of non-use of the land plot provided for conducting peasant or farm farming, agricultural production for its intended purpose include: not carrying out work on processing the land plot for crops. On the hay fields: not carrying out haymaking on the site, overgrowing it with weeds, small-wood shrubs and other signs of degradation of the grass stand. On pastures: no farm animals for grazing or their presence in the amount of less than twenty percent of the maximum permissible norm. On long-term plantings not carrying out works on care, harvesting and uprooting of decommissioned, long-term plantings.

In order to involve in the turnover of land returned to state ownership, competitions were held to grant land use rights to agricultural land. In 2020, 47 competitions were held and 650 land plots were provided, with an area of 509 thousand hectares. Local Executive bodies plan to hold 4 more competitions by the end of the year to provide 26 land plots, " Murat Umiraliyev said about the work done.

According to the head of "KeyHorse" LLP, the developer of the portal Nurhat Mukatov, 62 thematic layers have been implemented in the geoportal, including the boundaries of administrative divisions, master plans, GTS and main pipelines, roads and Railways, industry registers and other data.
