In WKO, contractors delayed the delivery of 5 objects under construction

In some cases, construction companies refer to unfavorable weather conditions, someone was prevented by congestion at several sites at once. This short-sightedness and sluggishness already threatens to turn into litigation for some companies and recognition of them as unscrupulous participants in public procurement.

This was announced during an online meeting of WKO akim Gali Iskaliyev with the leadership of structural divisions of the regional akimat and district akims.

Since April 2019, monitoring of construction progress in the region has been conducted through the information system "Bitrix 24". it has implemented 693 projects for the construction of apartment buildings, social facilities, major repairs and reconstruction of highways, engineering networks, investment projects and others.

To date, 241 projects have been completed, another 187 have been suspended due to lack of funding, and 265 are still in operation.

According to Bitrix 24, 5 of the total number of projects are being implemented behind the approved schedule.

So, one project passes through the line of the akimat of the city of Uralsk. This is the construction of electricity and gas supply lines, a boiler room and heating networks to 9 residential buildings under construction in Zachagansk (between pyatimarskaya street, Solidarity and the Uralsk-Saratov highway). The act of the acceptance Commission has not yet been signed, although the contractor was supposed to complete all the work on November 29, 2020.

Akim of the city Abat Shynybekov explained that the facility will be put into operation by the end of December. Now there are finishing, finishing works inside the boiler room. The mayor's office of the city has prepared all the documents for the transfer of the new boiler house to the balance of JSC "Zhaiykteploenergo" to the justice authorities. And on December 22, these documents will pass state registration.

Just three objects in the Terektinsky district were not commissioned in due time – in the second decade of November 2020. Major repairs of the building of Aksuat secondary school in the village of Aksuat have not been completed, major repairs of Rabochaya and Molodezhnaya streets in the village of Fedorovka have been suspended.

Mayor of Terekty district Arman Utegulov said that the contractor for the overhaul of two roads – Razak LLP did not complete the roadside arrangement on time. Now the lawyers of the akimat of the district have terminated the contract with this contractor and sent a statement of claim to the court on the recognition of Razak LLP as an unfair participant in public procurement.

About school Utegulov explained that the contractor – LLP "ALTIM" wrote an appeal to the district akimat on the extension of the deadlines, due to the fact that inclement weather prevented the builders to complete the project on time. By the end of 2020, ALTIM promises to complete the overhaul so that students from the village of Aksuat will resume their studies at their home school in the 3rd quarter.

The completion of major repairs of the Kaztalovsky district hospital is delayed. In early December, the contractor – zhienbai LLP – was already supposed to put this object into operation, but did not complete all the work on time.

According to Gulnara Abdrakhmanova, Deputy head of the health Department for the West Kazakhstan region, the Agency filed a lawsuit to recognize the contractor as an unfair service provider. However, the management of "Zhienbai" LLP addressed them with a letter about extending the period of repair work until the end of 2020.

– At the very beginning, the contractor had problems with the approval of the hospital overhaul project, because of this, the contractor lost time. The company "Jianbai" this year scored a lot of projects, they also work in Taskala district. We met with the head of the company. He has now removed workers from other projects and redirected them to Kaztalovka. The pace of construction is weak, but by the end of the year, the overhaul of the Kaztalov district hospital will be completed, " explained Alibek Antaziev, head of the construction Department for the WKO.

He stressed that every day the specialists of the construction Department are in touch with "Zhienbai" LLP, but the Governor of the region did not think this was enough, and he instructed to organize a personal meeting for him with the first head of the contractor organization.
