About the geoinformation system of the West Kazakhstan region

As part of the implementation of the state program Digital Kazakhstan in 2019, the Land Relations Department of the West Kazakhstan Region developed and phased implemented the WKO geoportal. Currently, the resource is deployed at https://zko.smartgeohub.kz/.

The geoportal also contains all links to existing portals of Uralsk.

The geoinformation portal consists of two modules: a module for providing public services and a geoportal.

The geoportal has published 62 thematic layers, which include: borders of territorial objects, land plots, buildings with addresses, mountain allotments, objects of land, forest, and water resources, hydraulic structures and main pipelines, roads and Railways, industry registers, and so on.

Tools for updating attribute and geographical data for thematic layers were also introduced.

In November 2019, the geoportal was subjected to tests and tests for compliance with information security requirements. In December last year, we received a response from the State technical service of the National security Committee of the Republic of Kazakhstan, stating that the geoportal successfully passed the tests.

With the help of unmanned aerial vehicles, field aerial photography was carried out throughout the city of Uralsk. The result is an orthophoto high resolution.

This year, work has been carried out to fill the geoportal with industry data, and aerial photography data has been published. Obtained and published data of AIS GLK on land plots, based on aerial photography data, land plots were adjusted.

In addition, data on engineering networks (water supply, sewerage, electricity, gas and heat supply), approved borders of water protection zones and strips, subsurface use objects (developed and free deposits), agricultural lands, cultural, educational, health and tourism objects were processed and published.

Also, tools were introduced for geo-tax monitoring of the intended use of land plots allocated for housing and communal services, monitoring the use of arable land and subsurface users ' plots based on multi-time satellite images.

Automation of 18 business processes of public services has been carried out, as well as work is underway to automate 7 functions in the field of land relations.

In March of this year, applications were submitted for integration with external information systems via the SmartBridge platform, which was launched in February 2020. SmartBridge was developed by National information technologies JSC based on the experience of Estonia and allows you to eliminate bureaucracy between government agencies during integration processes, reduce the cost of connecting systems to each other, as well as create new services.

We also conducted testing of 18 public services, added employees of state bodies involved in the provision of public services, their training, and introduced geo-analytical tools for processing incoming industry data.

On may 29 of this year, employees of state bodies were trained to work on the geoportal.

Currently, the geoinformation portal is conducting pilot operation of public services.

The geoinformation portal is planned to be put into commercial operation after successful implementation and testing of integration interactions with e-government components and state databases of Central government agencies. The commissioning period is scheduled for the end of September 2020.
