In order to improve the business climate, active work is underway to make changes and additions to the land legislation of the Republic of Kazakhstan.
This year, on June 29, a law was adopted that provides for optimizing the process of changing the purpose of a land plot. Now, according to the law, the term for consideration of applications for changing the purpose of a land plot has been reduced from 30 calendar days to 13 working days. Also optimized the common order of the land, there is no need for a decision of local Executive bodies in the process of land sold through auction, reduced total processing time to receive parcels of land from 2 months to 15 working days.
In addition, the Ministry of agriculture has currently developed a draft law to amend the Land code of the Republic of Kazakhstan. This draft law provides for mandatory placement in the public cadastral map of information about the basic rates of payment for land plots and their correction coefficients, as well as the cadastral (estimated) value. New concepts will be introduced to the Land code, such as the public cadastral map, the information system of the Unified state real estate cadastre, and the regional geographic information system. These concepts are being introduced into the code in connection with the implementation of paragraph 32 of the state program "Digital Kazakhstan" in order to ensure transparency and full access of citizens and businesses to information about real estate. The state Corporation "Government for citizens" is developing an information system for the Unified state real estate cadastre, and local Executive bodies are developing regional geographic information systems. These changes will make it possible to transfer business processes to an electronic format, reduce coordination between interested local government bodies (architecture, housing and utilities, land relations and natural monopoly entities), and speed up and simplify the decision-making process on granting a land plot.
The law provides that these changes will come into force on January 1, 2023.
