The past year was active and fruitful for our region. The work was aimed at solving the tasks outlined in the Strategy "Kazakhstan-2050", state programs "Nurly Zhol", "Nurly Zher" and others.

 

FINANCE

The income part of the district budget of the district amounted to 14,902.8 million tenge, of which own incomes were 1,447.3 million tenge.

The main source of own income is tax receipts, with the plan of 1,377.7 million tenge, 1,454.4 million tenge or 105.6% were received.

 

INVESTMENT ACTIVITIES

Investments in fixed assets amounted to 10,903.5 million tenge (2019 - 9885.3 million tenge), or 110% of the corresponding period of 2019, of which 3,668.3 million tenge are investments at the expense of own funds of enterprises, organizations and the population , 6070.8 million tenge - budget funds. Bank loans and other borrowed funds amounted to 1164.4 million tenge.

The volume of investments in housing construction amounted to 4743.5 million tenge or increased by 1.3 times, 20552 sq.m. housing, or 101% of last year's figure.

 

AGRICULTURE

The volume of gross agricultural output amounted to 20,789.8 million tenge, which amounted to 100.7% of the level of January - December 2020.
Meat production amounted to 6412.6 tons or 100% to the level of January-December 2019, milk - 30 183.3 tons (100%), eggs - 5699.0 thousand pieces (100%).

As of January 1, 2021, the number of cattle was 47,563 heads or 106% of the same date in 2019, including cows - 21,539 heads (110%), sheep - 54,987 heads (100%), goats - 8,690 heads (105 %), horses - 13485 heads (115%), pigs - 1713 heads (79%), poultry - 47508 heads (100%).

Farms engaged in breeding pedigree cattle:

In the district, 25 farms are engaged in breeding livestock of cattle, including 22 farms for breeding beef cattle (18 farms Kazakh white-headed breed, 2 farms of Hereford, 2 farms of Angus). 3 farms breed dairy cattle (1 farm of the Holstein Freeze breed, 2 farms of the Simmental breed.

As of January 1, 2021, there are 8195 heads of pedigree cattle (the Kazakh white-headed cattle - 6035 heads, Hereford - 547 heads, Angus - 596 heads, 787 dairy heads and 230 dairy heads). There are 451 heads of Kushum horses in two farms. in 10 farms 392 heads of sheep of the Edilbaev breed (260 ewes and 132 rams are producers).

Equipment acquired:

In 2020, 39 units of equipment were purchased, including 27 tractors, 6 combines, 4 tractor trailers, 1 road construction equipment, 1 sowing complex.

Water supply of Zhaiyk-Shalkar canal:

In September, in 5 rural districts located in the southern part of the region, for water supply of the Zhaiyk-Shalkar canal with a length of 57 km and the Karabas river, work was carried out to clean and strengthen the canals. A pumping station was installed on the Ural River, 2.9 million cubic meters of water were pumped in by the end of November. In the future, it will provide water to livestock of farms and the private sector located along the canal. Will restore irrigated areas along the canal and allow sowing perennial fodder crops and melon growing.

Water supply will continue in spring.

 

LAND RELATIONS

As a result of the monitoring (inspection) of agricultural land in the Terekty district for 2019-2020, 51.1 thousand hectares of unused land plots were identified. At present, 10.4 thousand hectares of the revealed unused lands have been returned to state ownership and 1.2 thousand hectares of land plots have been put into circulation. As a result of the work carried out, land users of land plots with an area of ​​17.6 thousand hectares began to re-develop land.

In order to check unused peasant farms, land plots with a total area of ​​23.1 hectares were sent to the state inspector. In accordance with the Decree of the President of the Republic of Kazakhstan dated December 26, 2019 No. 229 "on the introduction of a moratorium on inspections and preventive control and supervision with a visit to the Republic of Kazakhstan", the inspection is temporarily suspended.

According to the report for 2020, 18 land plots with an area of ​​11,313 hectares were returned to the State Fund.

In 2020, 5 tenders were held for the provision of agricultural land on a competitive basis, land plots with a total area of ​​35938 hectares were provided (including arable land 20683 hectares, pasture 14620 hectares, haymaking 635 hectares). In 2020, 5 auctions were held for commercial land plots with a total area of ​​13.48 hectares, as a result of which the budget received 20,735,986 tenge.

 

Entrepreneurship

As of January 1, 2021, 1,500 small business entities were registered in the district, or 105% of last year's figure.

The number of people employed in small business is 5184 people, or 103% of last year's figure.

For the needs of the population, an individual entrepreneur "Alisher" in the village of Zhana Omir completed the construction of a kindergarten and an individual entrepreneur "Akbazar" in the village of Zhana Omir completed the construction of a public bath for 30 people and a hairdresser.

Large investment projects:

LLP "RINGO-MILK" in the village of Yubileinoe Podstepnovsky s / s construction of a commercial dairy farm for 640 heads with a capacity of 25 tons of milk per day

The volume of investments is 3.9 billion tenge. Creation of jobs during construction 150 people and during operation 39 people on a permanent basis. The terms of the project are 2019-2023.

Project capacity: production of up to 5.4 tons of milk per year, up to 300 tons of processed milk, 8000 tons of feed on an irrigated area.

In 2020, a pumping station was installed to irrigate 1,000 hectares of land. The economic benefit of the project is the provision of processing enterprises with high-quality and necessary raw materials.

 

SOCIAL PROGRAMS

To support low-income families and large families, targeted social assistance of a new format was assigned and paid to 407 families (2044 people), in the amount of 129.7 million tenge.

Also, in 2020, 1752 citizens were paid a one-time financial assistance from the local budget in the amount of 61.2 million tenge.

138 people from among low-income large families and young people received state grants in the amount of 76.1 million tenge for the implementation of new business ideas (for the purchase of cattle, small cattle, opening a sewing shop, confectionery, classroom, wool processing, etc.) ...

According to order No. 26 of the Minister of Health and Social Development of the Republic of Kazakhstan dated January 22, 2015, last year 84 disabled people were provided with special hygiene items, 36 disabled people with prosthetic-orthopedic ones, 5 disabled people with deaf-technical, 11 disabled people with tiflo-technical ones, 16 disabled people with wheelchairs, 5 disabled child with special means, 52 disabled people receive spa treatment, 83 disabled people receive the services of an individual assistant and 8 disabled people are provided with the services of a sign language specialist. 30 people received invataxi services for disabled people.

 

EDUCATION

In the reporting year, 5 billion 280 million tenge was allocated from the local budget for the development of the education sector. First of all, these funds were used to pay school teachers, provide students with the necessary equipment, textbooks and teaching aids for distance learning. In connection with the declared pandemic in the Republic of Kazakhstan, 6 out of 37 educational organizations conduct distance learning, 31 on a regular basis. Currently, 1,494 students receive distance learning, and 4,780 students are enrolled in a regular mode. Since the beginning of the 2020-2021 academic year, the educational process is carried out through the "online school" platform. 40 preschool organizations operate in the district, including 11 nurseries - kindergartens, 5 private kindergartens, 24 mini-centers, where the total number of children is 1677 ( 2019 - 1577 children). 931 children are on the queue for kindergarten. The coverage of children from 1 to 6 years old with preschool education in the district is 78%, the coverage of children from 3 to 6 years old is 100%.

In March 2020, IE Alisher put into operation a private kindergarten Almazhan + for 100 places in the village of Novaya Zhizn.

Last year, within the framework of the Employment Roadmap program, funds were allocated for the overhaul of the Aksuat secondary school (231 million 990 thousand tenge) and the Chapaevskaya secondary school located in the village. Dolinnoye (198 million 836 thousand tenge).

 

HEALTH CARE

There are 2 regional hospitals in our area. During the pandemic, 14 doctors and 54 paramedics are involved in the district.

According to preliminary agreements with young specialists who graduated from medical universities, in 2020 3 specialist doctors got a job (1 - Akzhaik, 1 - Podstepnoe, 1-Aksuat).

Last year, the number of cases of coronavirus infection was 519.

 

YOUTH POLICY

At the initiative of the head of state K. K. Tokayev, 2020 has been declared the Year of the Volunteer.

174 volunteers work in the district. In the volunteer07.kz area, the site began its activity. 725 people, 57 institutions are registered on this site and work to this day. At the end of 2020, out of 7, the number of unemployed youth was 2.3%. To date, 363 young people have been employed (at the center of employment-157, at youth practice-116, for short-term vocational education-15, at "Bastau-Business" - 75).

Within the framework of the program "With a diploma to the village" 140 young people received 37.114 million and in the amount of 258.5 million tenge 64 young specialists received allowances for the purchase of housing (education - 45 specialists, healthcare - 11, culture - 7, agro-industrial complex - 1 specialist). 140 specialists received 37.1 million tenge (education - 109, healthcare - 21, culture - 8, agro-industrial complex-2).

 

CONSTRUCTION AND Utilities

The housing commissioning plan for 2020 is 20,530 sq.m., following the results of 12 months, housing commissioning amounted to 20,552 sq.m. (101%)

In 2020, the implementation of 2 projects for the construction of forty 3-storey 6-apartment residential buildings (240 apartments) in the village of Tokpai, Terektinsky district, with a total area of ​​25,000 sq. (240 apartments, area of ​​1 apartment - 104.2 sq.m.).

The total amount of the contract for the construction of 2 facilities is 3 584 million tenge, for 2020 2 848.6 million tenge were allocated, 2 443.1 million tenge (85.7%) were spent, amount, of which:

1.Construction of twenty 6-apartment 3-storey residential buildings in Tokpai village, Podstepnovskiy rural settlement, Terekta district, WKO (without landscaping and external networks) - allocated 1,787.2 million tenge, spent 1,582.1 million . tenge (90.4%);

2.Construction of twenty 6-apartment 3-storey residential buildings along the Uralsk-Aksai highway in Tokpai village, Podstepnovsky village, Terekta district, WKO (without landscaping and external networks) - allocated 1,098 million tenge, spent 861, 0 million tenge (78.4%).

In addition, to date, design and estimate documentation has been developed and a positive conclusion of a comprehensive non-departmental examination has been received for 8 projects for the construction of 3-storey apartment buildings in rural settlements (Fedorovka village - 3 houses, Podstepnoe village - 2 houses, Zhana Omir - 2 houses, Akzhaik village - 1 house) for a total amount of 2,422 million tenge.

Of the 8 projects of multi-apartment residential buildings, 6 projects were preliminary supported by the OBK for 2021-2022, funds were allocated for the construction of these facilities in the amount of 885,025.0 million tenge, it is planned to commission housing in 2022 - 7,543.68 m2.

 

WATER SUPPLY

In 2020, 2 water supply facilities were completed and commissioned (Bogdanovka village and Prirechnoye village) for a total amount of 384.5 million tenge, including:

Today, in the Terekty district, access to centralized water supply is 21 RSs (out of 49 RSs) or 42.8% of the total number of settlements, in which 33.2 thousand people or 86.8% of the total population live.

In 2021, it is planned to implement 4 projects for the construction and reconstruction of water pipelines in the villages of Podstepnoye, Poyma, Ulken Enbek, Socialism with a total estimated cost of 3,039 million tenge.

Also, design and estimate documentation was developed and a positive conclusion was obtained from a comprehensive non-departmental examination on water supply projects for 2 rural settlements in the village of Abay and the village of Magistralnoye with a total estimated cost of 677.2 million tenge.

Development of design estimates for water supply of 2 rural settlements in Talpyn and Barbastau with a total preliminary cost of 813 million tenge.

In case of implementation of the above 8 projects, the indicator of centralized water supply of the district will increase to 91%.

 

ROADS

Last year, 5 intra-village roads (21 km) and sidewalks (Rabochaya and Molodezhnaya str. In Fedorovka village, Akzhayik str. In Akzhaiyk village, Tole bi and Abulkhairkhan str.) Were overhauled in the regional center under the program "Employment Roadmap 2020" in the village of Podsepnoe).

Also, an average repair of the access road in the village was carried out. Novopavlovka.

Design and estimate documentation for the repair of 20 roads has been developed. Of these, there are 7 access roads.
