In the West Kazakhstan region, the fight against unemployment is conducted on an ongoing basis. Unemployed citizens are offered jobs through job fairs, grants are given to those who know how to engage in the profession, retraining is carried out, which gives citizens the opportunity to earn their own money and eat their own money. Do those works and the adopted programs bear fruit? Today we had a conversation with Alpamys Kushkinbayev, Head of the Department for the Coordination of Employment and Social Programs of the West Kazakhstan Region.
- Alpamys Zhanabayevich, what conditions are created for the employment of unemployed citizens, the transition to another profession in the West Kazakhstan region?
- The Department of Coordination of Employment and Social Programs of the West Kazakhstan region implements the employment strategy in order to reduce the unemployment rate. To this end, the national project "on entrepreneurship development for 2021-2025" is being implemented. At the same time, active employment measures are provided within the framework of the national project. These are: for students and the unemployed – the "social workplace" program, the "public works" program, for citizens who have completed their studies for 3 years and have no work experience - "Youth practice", "first workplace", for graduates of educational organizations who have completed their studies for 2 years and have not reached 29 years old – " silver is the project "zhas", the project "contract of generations" and the program "short-term vocational training" for citizens who want to change their profession and get a job in another specialty. I can fully say that all the projects implemented by the state make a positive contribution to reducing the unemployment rate in our region.
- The terms and conditions of "short-term vocational training", not everyone knows the requirements. Or, after a year, some changes should be made to the training. Therefore, it would not be superfluous to explain this direction of the program to the public once again.
"You're right. However, there are no significant changes. In accordance with the requirements of employers, "short-term vocational training" is being trained to prepare specialists in demand on the labor market. Short-term vocational training is part of the system of technical and vocational education, which provides for the implementation of educational programs with a shortened training period for professional training and retraining of workers. The duration of training is from 1 to 6 months, depending on the specialty. The participants of the program undergoing vocational training are unemployed and redundant workers. The participants of the program are provided with state support, scholarships, and travel expenses to pay for their studies. For participants of the program studying in settlements outside the place of residence, financial assistance is paid for travel and accommodation, rental housing. The educational organization issues a certificate or certificate to the participants of the program who have completed their studies and passed the qualification exam. From the date of successful completion of training by the unemployed, the employer will employ him at the declared workplace for a period of at least 12 months.
- If we take an example from one or two specialists who study under this program, change their profession and are currently working?
- This year, at the request of employers, it is planned to train 296 people, to date, 292 people have been sent.
One of them is Zhazira Ayupova. Due to the fact that since June of this year she has registered as unemployed and has not found a job in her specialty, the employment center provided the citizen with detailed information about short-term training (advanced training) within the framework of the national entrepreneurship development project for 2021-2025.
Due to the fact that there is a demand for a vacancy in the specialty "accountant" in the Peremetnensky rural district in JSC "Kazpost", the specified resident was offered to take a 1-month course in the specialty "accountant 1 C".
After graduation, he was sent to Kazpost JSC with a degree in accountant and was employed on a permanent basis.
Miramgul Sarsenova, a resident of the village of Burli, who benefited from the program. On June 17 of this year, the KSU "Employment Center of the Akimat of Burlinsky district" received an application from IP "Azamat" in the specialty cook. Unemployed Miragul Sarsenova at the end of June, within the framework of the 1st direction of the Program "National Project for the Development of Entrepreneurship for 2021-2025", went for short–term training in the specialty cook, and a month later completed her training and received a certificate in the specialty cook. Currently, he works in the IP " Azamat " as a cook.
The program also made changes in the life of Almagul Sarimova. Almagul-within the framework of the state program, this year he completed professional training at the Ural Training Center for a period of 1 month in the specialty "auxiliary educator" and got a permanent job as an assistant educator at the newly opened kindergarten "Zhadyra" in the village of Kaztalov.
Olya Shamgulova is also among those who were registered at the employment center in June as unemployed. In order to find employment, in accordance with the request of the employer within the framework of the "national entrepreneurship development project", employment through short-term vocational training is recommended. At the place of residence, an application was received for a seamstress job from the farm "Zhazykbai". Accordingly, in the training center "Yulanil" in Uralsk, he studied for 3 months in the specialty "Cutting and sewing". After successfully completing his studies, he got a permanent job with the same employer.
Raushan Tulegenova-On July 4 of this year, within the framework of the national project for the development of entrepreneurship for 2021-2025, at the request of the individual entrepreneur "Utemisova" R. Tulegenova went for short-term vocational training to the training center "Yulanil" in Uralsk for a 1-month course in the specialty pedicure master, having completed training on August 04 and got a permanent job with an employer, who submitted the application.
Today, citizens who have completed short-term vocational training are working in new jobs and reaping the benefits.
The employer informs that the employees of citizens have become qualified, responsible, experienced specialists in the shortest possible time.
- If you have suggestions for employers, unemployed citizens
- Vocational training is organized at the request of employers and is fully funded by the state. Citizens who cannot find a job in their specialty have the opportunity to study and find a job in popular specialties through vocational training. At the same time, citizens-employers can offer training of specialists with short-term vocational training in those specialties that are not available in the workplace and are currently relevant. I am waiting for proposals from all entrepreneurs and heads of regional institutions on specialists who will be trained under this program for the coming year. Your suggestions u.sobes@bko.gov.kz send by email and Whatsapp at 8 775 045 9069. For my part, I want to immediately answer all questions, discuss proposals with colleagues and say that I am ready to work together towards implementation.
