Directors of the LSG can now appoint public figures
As part of the improvement of the legislative framework, amendments were made to the order of the Acting Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan No. 360 "On approval of Standard qualification characteristics of positions of managers, specialists and other employees of social protection and employment organizations", which significantly improve the quality of services provided.
It should be recalled that proposals to revise the qualification requirements for directors of medical and social institutions (hereinafter referred to as MSU) were announced in February 2021 at a meeting of the Interdepartmental Council on Priority Areas of Social Work, with the participation of commissioners for Human and Child rights, representatives of public associations and local executive bodies. The participants of the event noted that there are competent, experienced managers in Kazakhstan, but due to the qualification requirements, there is no opportunity to approve them for the position of directors of the LSG.
The experience of the countries of the near and far abroad shows that employees with experience in managerial positions from other spheres are appointed to the position of directors of medical and social institutions.
In accordance with the amendments made to Order No. 360, employees of non-governmental and non-governmental organizations from the fields of education, health, culture and sports who have at least 5 years of experience in managerial positions can now be appointed to the post of director of the LSG.
These amendments will help solve the problems of the personnel crisis of competent and strong managers observed in some regions. Attracting specialists from public associations with extensive experience in working with people to the LSG will also have a positive impact on the quality of services provided.
"The involvement of leaders of public organizations who have proven themselves as effective managers in the management of medical and social institutions will help to ensure even greater transparency and bring meaningful approaches, technologies, innovative methods to the activities of the LSG," said Yerlan Aukenov, Vice Minister of Labor and Social Protection of the Republic of Kazakhstan.
