By the decision of the session of the maslikhat of the West Kazakhstan region dated December 15, 2020 No. 40-2 "On the regional budget for 2021-2023", the management budget was approved in the amount of 9,951,601.0 thousand tenge, including:
at the expense of the republican budget - 6 847 525.0 thousand tenge,
at the expense of the local budget - 849892.0 thousand tenge,
through subventions - 2 254 184.0 thousand tenge.
In the field of social security and social assistance, one of the important areas is to improve the quality of life, support and create conditions for the integration of people with disabilities into society, the involvement of the self-employed, unemployed and persons without qualifications in productive employment by solving problems in the third direction "Development of the labor market through promoting employment and labor mobility ”, social support for low-income families (citizens) living below the poverty line, placing a state social order in the non-governmental sector.
For 13 subordinate institutions (the budget is 2,587,781.0 thousand tenge for the provision of special social services for the maintenance of 1,422 wards), it also works with 13 departments of employment and social programs of districts and cities and employment centers.
Under the program "Services for the implementation of state policy at the local level in the field of employment and the implementation of social programs for the population" it is planned to 146711.0 thousand tenge to ensure the activities of the Department for the coordination of employment and social programs.
According to the budget program "Social support for disabled people" 757093.0 thousand tenge is planned. These funds will be used for the following activities:
- to provide sanatorium-resort treatment for 1336 disabled people,
- for the purchase of 776 wheelchairs,
- for 776 signage devices,
- for 1636 tiflotechnical facilities,
- for the manufacture of 2264 prosthetic and orthopedic products,
- for the provision of medical services for hearing aids -113 people.
50,050.0 thousand tenge is planned for the replacement and adjustment of the speech processor for a cochlear implant for 10 disabled children under the budget program "Services for the replacement and adjustment of speech processors for cochlear implants."
6 409 966.0 thousand tenge were allocated under the budget program 113 “Targeted current transfers to subordinate budgets”. These funds will be used for the following activities:
- 2,370,126.0 thousand tenge to receive targeted social assistance of a new format - 24,295 people,
-460088.0 thousand tenge to receive a guaranteed social package - 6560 people,
-1420.0 thousand tenge for the provision of special social services - 11 people,
-74251.0 thousand tenge for the provision of special social services in the non-governmental sector in a semi-permanent position - 116 people,
- 7231.0 thousand tenge for the provision of special social services to victims of human trafficking - 5 people,
-2850.0 thousand tenge for the provision of special social services to victims of domestic violence - 20 people,
-200398.0 thousand tenge to provide 1894 disabled people with compulsory hygiene products,
-44,179 thousand tenge for the provision of services of a sign language specialist-231 people,
-101,108.0 thousand tenge for the expansion of technical auxiliary (compensatory) means -3164 people,
-531.0 thousand tenge for provision of disposable catheters - 3 people,
