POSITION
About the Department of Construction and Infrastructure Development
1.1. Production Technology Section is a structural unit of the state institution “Department of Construction of WKO”.
1.2. Production Technology Section is guided in its activities by the Constitution of the Republic of Kazakhstan, the Laws of the Republic of Kazakhstan “On Civil Service in the Republic of Kazakhstan”, “On Combating Corruption”, “On Architectural, Urban Planning and Construction Activities in the Republic of Kazakhstan”, “On Public Procurement”, “On administrative procedures”, “On statutory and regulatory enactments”, “On languages in the Republic of Kazakhstan”,“On the procedure for reviewing applications from individuals and legal entities”, “On languages in the Republic of Kazakhstan”, “On informational support”, Strategy “Kazakhstan - 2050”: new political course of the successful state, the Labor Code of the Republic of Kazakhstan, other regulatory legal acts of the Republic of Kazakhstan, the Provision of the Department and this Provision on the structural unit.
1.3. The structure and staffing of the Production Technology Section shall be approved by the Head of the Department in the manner prescribed by the legislation of the Republic of Kazakhstan.
1.4. The job functions of the Production Technology Section personnel shall be developed by the Section Head in liaison with the Organizational, Review and Document Control Section and approved by the order of the Head of the Department .
1.5. The Section Head reports to and receives orders and work instructions from the Head of the Department and Deputy Heads of the Department.
1.6. Production Technology Section consists of:
1) The Section Head (1 unit);
2) The Chief Specialist (4 units).
Production Technology Section of the Department of Construction of the West Kazakhstan oblast
2.1. Task: Implementation of the state policy in the field of construction in the oblast.
Function:
1) Providing the necessary information on social, water supply and environment protection facilities for the development, adjustment and implementation of the Department work plan;
2) Participation in a financing plan generation at the expense of the republican and local budgets, creation of the regional budget for social, water supply and environment protection facilities.
2.2. Task: In liaison with other participants in the investment process, providing tasks for timely startup of the facilities.
Functions:
1) Obtaining in accordance with land law in the local Executive Authorities decisions on provision of land plots for construction of social, water supply and environment protection facilities.
2) Obtaining permits from the authorized State Authority for construction and installation works in the social, water supply and environment protection facilities.
3) Timely acceptance in accordance with the design and estimate documentation act;
4) Acceptance of the intermediate and final work scopes performed in accordance with detailed design and estimated cost by reconciling the work performed with the accumulative list and estimate documentation;
5) Monitoring the construction progress of social, water supply and environment protection facilities, timely and high-quality construction and installation.
6) Initial the confirmed by technical supervision and agreed with the project designer scopes of construction and installation work submitted by contractors (form No. 2) for social, water supply and environment protection facilities.
7) When commissioning facilities in liaison with contractors submitting document set for social, water supply and environment protection facilities to the acceptance committee.
8) Organization of work on the transfer of commissioned facilities into municipal property;
9) Organization of design estimates and technical documentation transfer for the completed social, water supply and environment protection facilities to the operating organizations.
10) Participation in joint inspections and inspection measurement carried out by the state supervision authorities at social, water supply and the environment protection facilities.
2.3. Task: Monitoring the targeted use of budget funds intended for reconstruction and construction of the facilities and structures.
Functions:
1) Preparation of technical specifications and tasks for public procurement for reconstruction and construction of social, water supply and environment protection facilities.
2) In liaison with the Legal Work and Contractual Documentation Section control over the fulfillment by the contractors of their obligations under construction contract, design and technical supervision;
3) Timely provide data on performance appraisal of public officials of the section.
2.4. Rights and Duties:
Rights:
1) Request and receive information from organizations of all forms of ownership and departmental subordination on issues within the competence of the section;
2) Have an unrestricted access to any facilities, enterprises and organizations engaged in construction, regardless of the departmental subordination of these enterprises and organizations;
3) Participate, within the limits of its authority, in consideration and decision-making on issues related to the activities of the department and require their implementation by the relevant bodies and officials;
4) Interaction with the heads and specialists of structural units of the Department, request and receive information and documents necessary for performance of its duties;
5) For retraining and advanced training at the expense of the local budget;
6) For paid annual leave of thirty calendar days with payment of health allowance in the amount of two official salaries;
7) By agreement with the Head of the state body for leave without pay;
8) For material remuneration and other forms of incentivation for exemplary performance of official duties, impeccable civil service, performance of highly sensitive and complex tasks, and for other achievements in work;
Duties:
9) Compliance with labor discipline and internal regulations;
10) Timely and accurate execution of orders and instructions of the Department management;
11) Compliance with applicable law on civil service;
12) Compliance with corporate ethical and moral standards;
13) Other rights and duties stipulated by the current legislation of the Republic of Kazakhstan on civil service.
Of the Department of Construction of WKO
3.1. Production Technology Section has the authority necessary to implement its main tasks and functions, in accordance with legislative acts, acts of the President of the Republic of Kazakhstan, other regulatory legal acts of the Republic of Kazakhstan.
3.2. Production Technology Section is headed by the Section Head, who is appointed to the position after obtaining a positive opinion from the tender committee and is released from his office by the decision of the Head of the Department in accordance with the legislation of the Republic of Kazakhstan.
3.3. Production Technology Section Head provides overall direction of the Section work and is personally liable for fulfillment of the tasks assigned to the Section and for exercise of its functions.
3.4. Production Technology Section Head submits to the management of the Department proposals on the structure and schedule of positions and salaries of the Section.
3.5. Production Technology Section Head defines duties and authorities of the section personnel.
3.6. Production Technology Section Head submits proposals to the management of the Department on bringing to administrative and disciplinary liability persons responsible for violating applicable construction law.
3.7. During the absence of the Section Head, general direction of the Section activities and personal liability for the tasks assigned to the department and implementation of its functions is borne by the Chief Specialist of the Section (as may be agreed).
3.8. The documents sent on behalf of the Production Technology Section to other structural units of the Department are signed by the Section Head, and in case of his absence by his substitute.
