3. the state institution "Management of passenger transport and highways of the West Kazakhstan region" carries out its activities in accordance with the Constitution and laws of the Republic of Kazakhstan, acts of the President and Government of the Republic of Kazakhstan, other regulatory legal acts, as well as this Regulation.
4. State institution "Management of passenger transport and automobile roads of West Kazakhstan region" is a legal entity in organizational-legal form of state establishment, has seals and stamps with its name in state language, forms of the established sample in accordance with the legislation of the Republic of Kazakhstan accounts in the Treasury bodies.
5. the state institution "Management of passenger transport and highways of the West Kazakhstan region" enters into civil relations on its own behalf.
6. the state institution "Management of passenger transport and highways of the West Kazakhstan region" has the right to act as a party to civil relations on behalf of the state, if it is authorized to do so in accordance with the legislation.

2. Mission, main tasks, functions, rights and responsibilities of

14. The mission of the state institution "Department of passenger transport and automobile roads of West Kazakhstan region" is to improve the quality of passenger transportation and improvement of transport system of the Western Kazakhstan region.
15. Tasks:
1) implementation of state policy in the field of road transport, roads and road activities;
2) development of a network of public roads of regional significance, coordination of public passenger transport activities.
3) implementation of other tasks stipulated by the legislation of the Republic of Kazakhstan.
16. Functions:
1) organization of regular intercity inter-regional, inter-district (intercity intra-regional) transportation of passengers and baggage, holding competitions for the right to service them;
2) development of routes and timetables for regular inter-district (intercity intra-regional) transportation of passengers and baggage;
3) coordination of routes and timetables for regular intercity inter-regional road transport of passengers and baggage;
4) receiving notifications about the beginning or termination of bus stations, bus stations and passenger service points;
5) maintaining a register of routes for regular inter-district (intercity intra-regional) road transport of passengers and baggage;
6) development of a comprehensive scheme for the development of passenger transport and road management projects;
7) subsidizing the losses of carriers in the implementation of socially significant passenger transportation on inter-district (intercity, intra-regional) communications;
8) implementation of licensing in accordance with the current legislation;
9) maintaining a register of individuals and legal entities that have submitted a notification of the start of special training activities for drivers of motor vehicles engaged in the transport of dangerous goods in international and domestic traffic;
10) organization of works on construction, reconstruction, repair and maintenance of public roads of regional significance, in accordance with the legislation of the Republic of Kazakhstan on public procurement;
11) managing the network of regional public roads;
12) approval of construction of access roads and abutments to public roads of regional significance;
13) implementation of state control in the course of construction, reconstruction, repair and maintenance of roads of regional significance;
14) certification of subjects of transport activities;
15) coordination of design, placement, construction and operation of coastal facilities;
16) issuance of a certificate for the right to operate a small vessel, approval of the training program for boatmasters and registration of training courses for boatmasters of small vessels;
17) approval of the schedule of mandatory technical inspection of motor vehicles and trailers within the region of activity;
18) performing other functions stipulated by the legislation of the Republic of Kazakhstan.
17. Rights and obligations:
1) in accordance with the procedure established by legislation and other regulatory acts, request and receive from state and non-state structures the necessary documents and materials on issues within its competence;
2) participate in the development of decisions on issues related to financial and credit, investment, privatization, tax policy and other issues affecting the state of transport and communications in the region;
3) send proposals to the relevant authorities aimed at preventing violations of the rules of operation of transport, road accidents;
4) monitoring compliance with the established schedule of buses and minibuses;
5) exercise other rights and obligations stipulated by the legislation of the Republic of Kazakhstan.
3. The organization of activity of state institution

18. The leadership of the state institution "Department of passenger transport and automobile roads of West Kazakhstan region" is the first head, who bears personal responsibility for performance assigned to state institution "Management of passenger transport and automobile roads of West Kazakhstan region" objectives and performance of its functions.
19. the first head of the state institution "Management of passenger transport and highways of the West Kazakhstan region" is appointed and dismissed by the akim of the West Kazakhstan region in accordance with the procedure established by law.
20. the First head of the state institution "Management of passenger transport and highways of the West Kazakhstan region" has deputies who are appointed and dismissed in accordance with the legislation of the Republic of Kazakhstan.
21. Powers of the first head of the state institution "Management of passenger transport and highways of the West Kazakhstan region»:
1) organizes and manages the work of the state institution "Management of passenger transport and highways of the West Kazakhstan region", is personally responsible for the implementation of the tasks assigned to the state institution "Management of passenger transport and highways of the West Kazakhstan region" and the implementation of its functions;
2) determine the duties and powers of Deputy heads and heads of departments and employees of the state institution "Management of passenger transport and highways of the West Kazakhstan region" in accordance with the current legislation of the Republic of Kazakhstan;
3) works to combat corruption and is personally responsible for working in this direction;
