In accordance with the civil code of the Republic of Kazakhstan, the laws of the Republic of Kazakhstan dated January 23, 2001 "On local government and self-government in the Republic of Kazakhstan", and April 6, 2016 "On legal acts", the akimat of the West Kazakhstan region decides:
1. Approve the attached Regulations on the state institution "Department of Finance of the West Kazakhstan region".
2. the state institution "Department of Finance of the West Kazakhstan region" to take measures arising from this resolution.
3. Control over the implementation of this resolution should be Assigned to the Deputy akim of the West Kazakhstan region konysbayeva B. T.

"Department of Finance of the West Kazakhstan region"
1. General provisions
8. the structure and staff limit of the state institution "Department of Finance of the West Kazakhstan region" are approved in accordance with the current legislation.
9. location of the legal entity: index 090000, West Kazakhstan region, Uralsk city, Zh. Dosmukhamedova, 45.
10. Full name of the state body - state institution "Department of Finance of the West Kazakhstan region".
11. this regulation is the constituent document of the state institution "Department of Finance of the West Kazakhstan region".
12. Financing of the activities of the state institution "Department of Finance of the West Kazakhstan region" is carried out from the local budget.
13. State institution "Management of Finance in West Kazakhstan region" is forbidden to enter contractual relations with entrepreneurial entities for the matter of performing of the duties which are functions of the state institution "Department of Finance Western-Kazakhstan region".
If the state institution "Department of Finance of the West Kazakhstan region" is granted the right to carry out income-generating activities by legislative acts, the income received from such activities is directed to the state budget revenue.
2. Mission, main tasks, functions,
rights and obligations of a state institution

15. Tasks:
1) organization of the process of execution of the local budget, accounting and budget accounting, financial and budget reporting on the execution of the local budget;

3) implementation of other tasks stipulated by the legislation of the Republic of Kazakhstan.
16. Functions:
1) draw up, approve and maintain a consolidated plan of financing for obligations, a consolidated plan of revenues and financing for payments under the regional budget;
2) make changes and additions to the consolidated plan of financing for obligations, the consolidated plan of receipts and financing for payments under the regional budget;
3) organizes budget execution and coordinates the activities of budget program administrators for budget execution;
4) in accordance with the legislation of the Republic of Kazakhstan, participates in the process of returning from the budget and (or) offsetting excessively (mistakenly) paid amounts of receipts for administered receipts;
5) organizes the management of budget money;
6) to ensure timely and complete payments:
makes a forecast of cash flows, which is a process for determining the expected amount of budget revenues and execution of expenditures for the planned period, the cash surplus (deficit) and sources of its coverage;
monitors the movement of money in the regional budget cash control account;
7) carries out regular and systematic collection, tracking and analysis of budget performance indicators, carried out in order to identify the reasons for late acceptance of obligations, late payment of budget programs, making forecasts for the execution of budget revenues and expenditures;
8) based on the results of budget monitoring, quarterly and at the end of the year, sends to the regional akimat an analytical report on the implementation of the local budget, as well as monthly information to administrators of budget programs-a reminder of non-accepted obligations under budget programs in accordance with the financing plan for obligations and late implementation of the financing plan for payments;
9) prepare consolidated financial statements in accordance with the procedure established by the Central authorized body for budget execution and submit consolidated financial statements to the Central authorized body for budget execution;
10) performs budget accounting;
11) submit monthly and year-end reports stipulated by The budget code of the Republic of Kazakhstan to the Central authorized body for budget execution;
12) monthly on the first of the month following the reporting month, submit a report on the performance of the regional budget of the akimat, the audit Commission area, the authorized body region at state planning, the Agency responsible for public internal audit;
13) no later than April 1 of the year following the reporting year, submit an annual report on the implementation of the regional budget for the reporting financial year to the akimat, the authorized body of the region for state budget
25) organize monitoring of the effectiveness of regional municipal property management, including state-owned enterprises and legal entities with state participation;
26) performs the procedure and enters into a donation agreement with the owner of the property transferred to the state free of charge;
27) agrees to write off the property of regional municipal legal entities;
28) organizes and conducts work on issues related to the issue, placement, circulation, maintenance and repayment of government securities for circulation on the domestic market to Finance housing construction within the framework of state and government programs;
29) performs other functions stipulated by the legislation of the Republic of Kazakhstan.
17. Rights and obligations:

2) within the limits of its competence and powers, exercise the use of state-owned property;

4) exercise other rights and obligations stipulated by the current legislation of the Republic of Kazakhstan.

21. Powers of the first head of the state institution "Department of Finance of the West Kazakhstan region»:
1) organizes and supervises the work of the state institution "Department of Finance Western-Kazakhstan region", responsible for the assigned to state institution "Management of Finance in West Kazakhstan region" objectives and the implementation of its functions;
2) defines the duties and powers of Deputy heads, heads of departments and employees of the state institution "Department of Finance of the West Kazakhstan region»;
3) works to combat corruption and is personally responsible for working in this direction;
4) in accordance with the current legislation, appoints and dismisses employees of the state institution "Department of Finance of the West Kazakhstan region»;
5) in accordance with the procedure established by law, decides on issues of encouragement, financial assistance, and imposition of disciplinary penalties on employees of the state institution "Department of Finance of the West Kazakhstan region»;
6) approves regulations on departments and job descriptions of employees of the state institution "Department of Finance of the West Kazakhstan region»;
7) issue orders, give instructions, and sign official documentation within its competence;
8) represents the state institution "Department of Finance of the West Kazakhstan region" in state bodies and other organizations;
9) carries out work on gender policy issues and bears personal responsibility in this direction;
10) in accordance with the established procedure, resolves issues of financial, economic and economic activities, controls the rational and targeted execution of budget funds;
11) exercise other powers in accordance with the legislation of the Republic of Kazakhstan.

4. Property of a state institution

The property of the state institution "Department of Finance of the West Kazakhstan region" is formed at the expense of the property transferred to it by the owner, as well as property (including monetary income) acquired as a result of its own activities and other sources not prohibited by the legislation of the Republic of Kazakhstan.
24. the Property assigned to the state institution "Department of Finance of the West Kazakhstan region" belongs to municipal property.
25. State institution "Management of Finance in West Kazakhstan region" has no right to alienate or otherwise dispose of the property fixed to it and the property acquired with funds provided by the financing plan, unless otherwise provided by law.

26. the reorganization and abolition of the state institution "Department of Finance of the West Kazakhstan region" is carried out in accordance with the legislation of the Republic of Kazakhstan.
