CLEANLINESS OF LOCALITIES IS A COMMON CONCERN OF ALL RESIDENTS OF THE REGION

Today, the governor of the region Gali Iskaliyev inspected the yards and adjacent territories of new buildings in the village of Zachagansk, commercial facilities and gave a number of instructions to solve the systemic problems of ensuring cleanliness in the city of Uralsk.
This year, the snowmelt happened very quickly. As it usually happens: after the winter, the pollution of settlements becomes visible, first of all, with household garbage. Therefore, the governor of the region called for several weeks to work together to restore the cleanliness and appearance of our villages and cities, to put them in order.
- We are forced to hold such events annually and there are two reasons for this, - said the governor of the region.
The first and main cause of pollution is the release of garbage on the streets by the residents themselves. As the head of the region noted, special attention should be paid to culture. At each house there should be seniors in the yard. These may be elders who will be engaged in the control of cleanliness and give proper instructions to residents regarding the release of solid waste.
The second important reason is the lack of garbage containers, as the head of the region said during the inspection of the courtyards and the surrounding area of residential buildings on Monkeula Street.
The governor of the region noted that the courtyards of high-rise buildings in the village of Zachagansk are kept in different ways. One is clean, cleaned and planted with flowers, the other has a mediocre attitude to cleanliness.
In the latter, rental housing was issued. According to local residents, 20-30% of the owners of such apartments rent them out, which is already wrong. Tenants, in turn, do not pay for the services of KSK, and this affects the work of the organization.
It is worth noting that the amendments to the legislation on housing and communal services, which came into force from the beginning of the year, provide for the creation of a new association to replace KSK - OSI (Association of Property Owners), the idea of which is to allow owners to manage their own home.
The governor of the region stressed that the residents of the houses need to study this amendment and, applying the innovation, themselves monitor the condition of their homes. During the inspection, the head of the region criticized the work of the akim of the village of Zachagansk and gave instructions to install a fence for growing plants or organize a hedge. Gali Iskaliyev emphasized that everything will ultimately depend on the residents.
- Green spaces, more clean air, introducing children to cleanliness and order is possible if the residents themselves want it, - the governor of the region stressed.
The Governor of the West Kazakhstan Region also inspected the territories adjacent to private commercial facilities.
In the winter of this year, it was decided to develop a mechanism for systematically reminding the owners of these objects of the need to maintain the territory attached to the object in an improper state. This order is not being fully implemented. Gali Iskaliyev, having examined a number of city objects, made a remark about this to the mayor of Uralsk.
It should be noted that if garbage is found on the territory of private commercial facilities, the owner is notified of the need to clean the site. If the garbage remains in place, the owner will be issued a fine of up to 100 MCI.
During the detour, the head of the region made another remark to the mayor in connection with the incompetent mechanism for monitoring the external condition of commercial facilities that do not meet city standards.
