Under the chairmanship of the governor of the region, a meeting on road safety was held, following which penalties were imposed on officials for improper performance of their official duties. The meeting was attended by representatives of the public through the VKS, they also made their proposals.
Opening the meeting, WKO Governor Gali Iskaliyev harshly criticized the situation with the state of roads and road accidents.
- Above all, the safety of our citizens, all officials are obliged to make every effort to find all possible ways to solve the problem and ensure road safety. You must take into account all the factors contributing to the commission of an accident and immediately eliminate them, " Gali Iskaliyev stressed.
Head of the Committee for legal statistics and special records of the RK senior adviser of justice Janat Nurmagambetov voiced statistics and the main causes of the accident.
– In 2020, the number of road accidents decreased by 12%. We believe that patrolling and police raids to detect violations played an important role here.
Nevertheless, there is a significant increase in road accidents in Terektinsky, Zhangalinsky and Karatobinsky districts. However, repeated accidents on the same sections continue, which indicates that the causes and conditions that caused the accident have not been fully eliminated. The most dangerous road sections are located on Abay Street, Zhangirkhan Street, Mukhit Street, Nursultan Nazarbayev Ave., bypass road.
In the city, a total of 230 road accidents were committed, in which 264 people were injured, 24 of them with a fatal outcome. On the highways of international and national significance, 61 accidents were committed, and 47 of regional and district significance.
On the highway Samara-Shymkent-14 accidents, Uralsk-Atyrau-16 accidents.
2 months 2021 on the route Uralsk-Atyrau committed 5 accidents (10 km/track and 259 km/trails) which killed 14 persons and 10 injured, on the route of the Samara-Shymkent committed 2 accidents in which 2 died (247 km/highway and 307 km/highway). On the highways, accidents are committed due to speeding, non-compliance with the distance, driving a faulty vehicle and under the influence of alcohol. The number of victims of road accidents decreased by 20% . Of the 538 injured, 456 were injured and 82 died.
Most of the victims are in the city of Uralsk - 261, Terektinsky - 36 and Akzhaiksky - 31 districts.
Almost 40% of road accidents are caused by owners of cars with Russian registration, in which 15 people were killed and 21 injured. 303 accidents or 89.6% were caused by drivers, and 20 or 6% were caused by pedestrians. The main factor in the occurrence of an accident is the low transport discipline of drivers, namely non-compliance with the speed limit. In terms of the number of deaths, the city of Uralsk is the leader - 23 people, Akzhaik district-13 and Kaztalovsky district-9 people.
A negative indicator that characterizes road traffic injuries on the roads of the region is that every fourth accident is associated with collisions with pedestrians. The greatest number of accidents with hitting a pedestrian was committed on Abulkhair-khan, Mukhit, Abay, and Ihsanov Streets. The main reasons for the accident: - slippery surface -21, lack of road signs, or their incorrect use, lack of road markings or poor visibility-4, insufficient lighting of the roadway - 3, lack of sidewalks-1.
According to the facts of the accident, 184 criminal cases and 152 administrative proceedings were initiated. As part of the interaction, the authorized bodies were repeatedly informed about places of low light near schools No. 17, No. 19, ud. S. intersection.Datova and ul.Sun, d/Shugyla available hindrances on the road and limits the visibility of road signs – said Janat Nurmagambetova.
Cattle should not be on the roads
In turn, the acting head of the WKO Police Department, Police Colonel Zhanbolat Zhanshin, noted that in recent years, a lot has been done to ensure safety and the organization of traffic itself. The measures taken made it possible to reduce the number of road accidents, deaths and injuries in 2020.
- The trend of reducing accidents and the severity of their consequences was achieved with the overall growth of the region's fleet by 23.6 thousand units and the population by 18 thousand people. The analysis of road accidents directly shows that the main reason for their commission is the personal indiscipline of drivers: due to speeding, 90 accidents or 26% of the total number of them were committed, in which 29 people were killed and 107 were injured. Due to ignoring the rules of passage of the intersection, 61 accidents were registered, or 18% of the total number. As a result of driving under the influence of alcohol, 41 road accidents were committed, in which 7 people were killed and 53 were injured to various degrees. For example, 17 January, near the village of Barbastau, Terektinsky district the inhabitant of the village in a state of intoxication, he got behind the wheel of his car, in which were his wife and young children, as a result lost control, collided with the oncoming car in which were two young children whose mother were in this accident injuries, died. The driver of an oncoming car was previously deprived of his driver's license for driving under the influence of alcohol. Therefore, we, having revised the organization of work in this direction, focused attention on the suppression of these gross violations of traffic regulations, accompanying the commission of road accidents. The result of these measures, 21.8% increased total number of stopped traffic violations, including speeding by 19% for violations of the rules of crossing the intersection at 92% for driving while intoxicated 18%
For 2 months of 2021, more than 300 drivers were brought to administrative responsibility for driving under the influence of alcohol, 46 of them were re - charged under Article 346 of the Criminal Code of the Republic of Kazakhstan. Drivers in a state of intoxication committed 3 accidents, in which 1 person was killed, 11 were injured.
As part of the measures taken to prevent accidents involving livestock on the roads of the region, 64 corrals have been created in all districts for the placement of neglected livestock
By the end of 2020, more than 1,600 animal owners were brought to administrative responsibility for violating grazing Rules. This made it possible to prevent the death of road users in road accidents involving animals in the past year. In total, 135 road accidents were registered, including 3 accidents with victims, no fatalities, and 8 people were injured.
If last year there were no deaths in road accidents involving animals, then this year, unfortunately, the fact of an accident of this type with a fatal outcome was registered.
Just the other day, on February 28, in the territory of the Syrymsky district, a VAZ-21011 car hit a horse, as a result of which the passenger of the car died at the scene of the accident. Police officers have identified the owner of the horse, and he is brought to administrative responsibility for violations of the rules of grazing of domestic animals (under Article 408 of the Administrative Code). The material was collected and sent to the veterinary service to bring the horse owner to administrative responsibility for the absence of identification marks (chip and brand) in the animal (Article 406 of the Administrative Code). Over the past period of 2021, a total of 7 incidents of road accidents involving animals were registered in the region, in the 1st of which 1 person was killed. A lot of work has been done, 64 paddocks have been organized, but what has happened has shown that all this is only on paper. If there are 15 paddocks for stray cattle in the Syrymsky district, all of them do not function.
This issue has not been finally resolved by the akims of rural districts, and the responsible persons have not been identified. As a result, the animals move freely on the roads without the supervision of the owner and without reflective tape.
Previously, we initiated the use of reflective tapes (flippers), which the driver will see in advance in conditions of poor visibility.
In the course of the state control and supervision over the quality of road maintenance in 2020, 1,562 road surveys were conducted, and more than 1,400 instructions were issued to eliminate deficiencies. 151 officials, including 17 top managers, were brought to administrative responsibility for improper maintenance of roads and technical means of traffic.
To date, it is planned to develop design and estimate documentation for the implementation period 2021-2022 for the reconstruction of the Uralsk – Atyrau road of national significance and its transfer from the 3rd technical category to the 1st with the separation of traffic flows in opposite directions.
An analysis of the events of the past week, in which 4 road accidents were registered, in which 12 people were killed and 8 received various injuries, showed that all of them were made due to the fault of drivers who, in poor visibility conditions (due to the swirling snow flow in front of a heavy-duty car), without making sure of the safety of the maneuver, overtaking the vehicle in front, leaving the oncoming traffic lane.
However, if there is a separation of oncoming traffic flows, such tragedies with a head-on collision would be excluded – " Colonel Zhanshin summed up his speech.
Following the results of the reports, Gali Iskaliyev reprimanded the mayor of the Syrymsky district for not taking measures to ensure controlled grazing.
What does the public offer?
Public activists were invited to the meeting, one of whom, Bauyrzhan Duisaliyev, proposed to amend the law, so that any citizen could install a video recorder in his car, and collect video information, and then send it to the server of the website of the Ministry of Internal Affairs.
Then experts will analyze this material, if they find violations, then the violators will be brought to justice accordingly.
- The plus is that people will be interested if some part of the fine is sent to pay for their work. The fact of surprise will reveal more violations. When drivers see a patrol car, they start to slow down, and then each car can remove the violation, it will be as an additional incentive to comply with the rules of the road.
I have experience, I worked for 10 years on Tengiz and I saw the situation that is happening on the road every month. I went to Atyrau every weekend from Uralsk and I think that the main problem is that the drivers themselves grossly violate traffic rules. There are only four patrol cars along the entire route of the West Kazakhstan Region towards Atyrau, that is, one car is designed for 50 kilometers. The police do not have the ability to stop all violators or at least warn them, they can not do it physically. People who drive on the highway every day already know the location of the patrols.
You can also invite large companies such as TCO, NCOC, KPO b. v. to announce a competition with valuable prizes for those employees who will officially provide bus tickets and official carriers. If these tickets are all handed over, then at the end of the year you can organize a lottery with valuable prizes. People will be interested in using the services of official carriers, and will not take private taxis.
Akim of WKO positively accepted the proposals of the public man.
- This is very serious, it is about the safety of people. There is foreign experience, but I think it is necessary to install video recorders not on all cars, of course, but on official taxis and shuttle buses that will record traffic violations. You can make a PPP project and try to implement all this, " he concluded.
At the end of the meeting, Gali Iskaliyev complained about the officials responsible for the improper maintenance of inner-city roads and sidewalks.
