For the period from 2019 to 2021, 1 million 41 thousand hectares of unused agricultural land were identified in the region, including 120 thousand hectares of unused land in 2021. To date, 141 thousand hectares have been returned to state ownership, of which 52.3 thousand hectares have been re-introduced into agricultural circulation. On 543 thousand hectares, the owners of the plots have started their targeted development. The land area of 357 thousand hectares remains unused. According to them, work is underway to return them to state ownership.
This was stated at a meeting chaired by the governor of the region Gali Iskaliyev, on the development of agricultural land and the provision of land plots to investors. At the reporting meeting before the population on February 20 of this year, the head of the region instructed the relevant departments to conduct an inventory of agricultural acreage and continue working on the return of unused land, putting it into economic circulation.
As the head of the regional department of land Relations Murat Umraliev noted, at this time, explanatory work is being carried out among the users of the identified virtually unused land in the direction of their targeted development or voluntary return to state ownership.
– Otherwise, we will continue to publish lists of users of unused land on official websites and in the media. Today, the list of 148 land plots with a total area of 120 thousand hectares identified in 2021 is ready. I would also like to remind you once again that it is planned to increase the basic tax rates on unused land. If in 2019-2020 this tax is increased by 10 times, then in accordance with the amendments to the legislation, the tax rate will be increased by 20 times from 2022, " M. Umraliyev stressed.
He cited the Burlinsky district as an example. Thus, the amount of the unified land tax per year in the Burlinsky district for 2500 hectares is 72,459 tenge (1 ha-28.98 tenge), with an increase of 10 times the amount of tax is 724,590 tenge, 20 times-1 million 449,180 tenge.
Nadir Kurumbayev, Head of JSC "SEC" Aqjaiyq", spoke about the issue of providing land to investors for the implementation of projects. According to him, through a special mechanism of the SEC, an investor can get a land plot without participating in an auction and tender, buy it at the cadastral value before or after the lease is completed for social, commercial, industrial and industrial, agricultural facilities.
– To date, more than 25 investors have already received land plots, where they are implementing 28 investment projects worth 82 billion tenge, with the creation of 2000 jobs. In addition, within the framework of this mechanism, land plots are provided for the development of the residential area of Akzhayyk. Currently, there are applications from 9 construction companies from the West Kazakhstan region and neighboring regions. – To date, 5 online auctions have been held, where 43 land plots have been sold. Within the framework of the project, 12 enterprises and 70 jobs were created. In 2021, under this program, it is planned to sell 50 land plots, create 10 new enterprises and 100 new jobs – "said the head of JSC" SEC"Aqjaiyq".
He also added that the SEC "Aqjaiyq" operates an" Investor Service Center", where they are provided with consulting support, information about the socio-economic development, investment potential of the region, about the existing forms of state support for investment activities, support and content of the investment portal of the WKO http://invest07.gov.kz/. To date, the Investor Service Center supports more than 60 investment projects worth more than 600 billion tenge.
– Our main task is to provide land to entrepreneurs who want to work on it. In addition to the identified unused land, we can include in the turnover at least 1 million hectares, including the land deposits that we have in stock. Again, those who currently do not have the opportunity to work on the land, they need help (with equipment, seeds, paperwork). For retail outlets that sell socially significant products, it is also necessary to regularly monitor and check that the prices of products that we produce ourselves are lower by 10-15%, as planned, " the regional akim G. Iskaliyev summed up the meeting.
