The Minister gave a positive assessment of the work of the police in the West Kazakhstan region

The Minister of Internal Affairs Yerlan Turgumbayev visited a number of objects of the police department within the framework of a working trip to the West Kazakhstan region. The Minister paid special attention to the work of modular stationary posts.

In the cities of Uralsk and Aksai, 10 new modular police stations equipped with all the necessary equipment have been opened. There are all the conditions necessary for police service and reception of citizens around the clock. Modern stationary police posts are installed in the most criminogenic areas and places of the greatest concentration of people. The Minister highly appreciated the support provided by the local executive bodies of the police to ensure the safety and tranquility of the population.

– According to the instruction of the Head of State, the key element of the service model should be "police within walking distance". By implementing this principle in practice, we will achieve the effect of a permanent presence of law enforcement agencies in public places. Citizens should feel that they are protected and not have problems when contacting the police. Already today we see results – in places where stationary posts are installed, the number of offenses has significantly decreased, - the head of the department noted. He also stressed the need for police officers to be more open to interacting with the public.

Yerlan Turgumbayev stressed that the key role in the reform of the local police service is assigned to the district inspector. The Head of the Ministry of Internal Affairs inspected the work of the district police stations in Uralsk. The head of the police department noted that the district police inspector should always be at the serviced administrative area and to ensure the prevention of offenses in the region, it is necessary to complete their staff at the expense of internal reserves.

– By creating proper conditions for district inspectors together with the akimats and expanding the network of precinct stations, we will increase the level of security of our citizens. Such work will be carried out by us in all regions, - the Minister of Internal Affairs reported.

The law comes first

During the visit, a working meeting was held at the regional prosecutor's office, where the issues of the three-tier justice system were discussed.

After that, the Minister held a meeting with the staff of the DP WKO, where he explained the requirements of regulatory and legislative acts and innovations in investigative proceedings.

- The investigator is responsible for all procedural decisions. Making a decision, registering the case in the ERDR, choosing a preventive measure and all other procedural acts, all this is within the competence of the investigator and he must proceed from the materials of the criminal case. The investigator must not allow violations of constitutional rights, violations of the criminal process. At the same time, there should be close cooperation with the prosecutor's office, " the Interior Minister said.

In turn, the head of the DP WKO Mahsudhan Ablazimov in his report noted that in 2020, the crime rate in the region was reduced by 27%.

Yerlan Turgumbayev also focused on the transfer of most of the public services provided by the internal affairs bodies to digital format and their transfer to the NAO "State Corporation" Government for Citizens", which allowed to eliminate corruption risks. In this part of his speech, he once again recalled the personal responsibility of direct managers for corruption offenses committed among the personnel.

– Due to the ongoing work on the reform of the Ministry of Internal Affairs, we managed to raise the level of public confidence in the police, today the indicator is 75%, this is one of the highest ratings among law enforcement agencies. This speaks about your work, about accessibility and openness for citizens. We must further strengthen our position, and to do this, we must work in a way that does not give rise to criticism from the public. Everything must take place strictly in the legal field. A police officer must be fully educated, constantly improve their skills, and have perfect knowledge of all the information about the changes and amendments to the regulatory legal acts of the Republic of Kazakhstan. Citizens will ask police officers for all this information, and it is our duty to explain to them all the legal norms. We are representatives of the law and our duty is to correctly, reliably and easily communicate the requirements of the legislation to our citizens – " the Minister of Internal Affairs of the Republic of Kazakhstan summed up his speech.
